In the case of Jup it’s because they “need” to engage their stakers.
They don’t really care about the outcome and will spam it till it passes (many such cases), which will keep stakers engaged, keeping them locked.

The stakers are eager to participate in the charade as they get paid per vote.

Maximum democracy is only possible in maximally equal society. The crowd can govern something efficiently when the crowd is equal. In a hiring decision like this, that’s just not possible because 5k might be a lot in Asian country but barely enough in the Bay Area.
