They can't rug because of the fault proof (though on Arbitrum there is permissioned set of challengers, so there's that). They can't censor in general because of forced inclusion.
There are some case where censorship becomes kinda possible, e.g. for Aaave withdrawals, by having the sequencer sandwich the force inclusion with a tx that borrows the remaining supply, and a tx that repays (that needs capital, fees are negligible).
Also they can throttle & slow down the chain by not running the sequencer, but force inclusion still go through.
Also the security council can always upgrade the contracts (but with a 7 day exit window.)
(All the above is true for Optimism too, except challenges are permissionless, but there is no exit window for upgrades.)

It is also a single point of failure and why BTC was a big deal when it was invented. There is also Byzantine Fault Tolerance which is that a certain percentage of nodes can act maliciously and there will still be agreement. Bitcoin, with PoW, being higher security than most PoS.
