For example;

user A withdraws from tornado and has a wallet already doxxed to Binance.

User B uses a fresh wallet but does a zkKYC into Binance for travel rule.

User B doesn’t need to send ID docs to Binance nor does User A.

Binance satisfies all requirements and respects sanctions in relevant jurisdictions.

It’s not going to be a free for all as money laundering isn’t just a US gov problem.

Suspect that the solution will be adoption of a light touch but robust KYC at some point in the transaction flow. Suspect that exchanges will only accept funds that can be traced with travel rule. That’s actually coming into force in Europe very soon for hot wallets anyway
