I guess technically yes, if by decentralization you strictly mean the property of the network. But if it's not FOSS, it does mean there is a certain level of centralized control to it, even if its a DAO.

We need better design for incentive distributions. Ve is a good model and if we can club that with utilization of pool that would be perfect. We are doing our bit with metrom.xyz where we set TVL KPIs for incentives.
