As usual, Russia will play both sides of issues to confuse people and win favour in both camps.
The article about the alleged Boer resettlement said this is not an initiative of the Russian government which is currently courting the favour of the Black Africans with its reheated "anti-colonialism":
"The settlement project appears to be unrelated to the expansion of economic and educational opportunities for the continent that Russian President Vladimir Putin announced at last month’s Russia-Africa Summit in St. Petersburg."
So it's some independent group doing it.
The article also says:

This is classic Soviet tactics here. Pander to "dissidents" in various countries and set themselves up as the friend/saviour of said dissidents, with the goal of coopting them for Russian geopolitical objectives.
