Even the newly established "private" farms under German ownership were "obliged to deliver to the authorities fixed quantities of grain". If state quotas were not met, there were harsh penalties.
This doesn't sound any different to the Soviet system.

Franco was smart for staying out of the Second World War. He refused to hitch his wagon to Hitler's suicidal conquest project, despite immense pressure to do so. Spain lasted many years longer than Hitler's short-lived experiment because Franco was a competent leader whereas Hitler was a reckless sperg who took his country down with him.
