Remember in 2002 Putin said he expected Ukraine to further its relations with NATO and that this was "a matter for those two partners". Russia also established ties with NATO in 1997's NATO-Russia Founding Act.
So Putin green lights Ukraine's relationship with NATO which is now the reason he is citing to invade the country.
