❗️ Manuals for handling chemical munitions were found in abandoned Ukrainian positions
💬 Major General Aleksei Rtishchev, Chief of the Nuclear, Chemical, and Biological Protection Troops of the Russian Armed Forces:
'I would like to draw the attention of the public to another alarming fact! Earlier, we reported that AFU troops are being trained to use chemical munitions in Western-made artillery systems. Methodological tutorials about how to handle artillery ammunition filled with chemical substances were found in abandoned Ukrainian positions.
During an offensive in Vremevka tactical direction near Ternovatoye (Zaporozhye region), on 9 December this year, an AFU UAV command post was destroyed, which contained documents, presented on the slide, regarding the technical requirements for the Ukrainian-made Baba-Yaga unmanned aircraft system. These documents were agreed on in 2024 with the National Guard of Ukraine. In accordance with paragraph 39 of the technical requirements, UAVs are required to deliver up to 15 artillery shells equipped with '...nerve, blister, or choking agents...'! I would like to point out that the document has also been agreed with the Ministry of Economy of Ukraine for compliance with national legislation. Thus, contrary to the requirements of the Convention on the Prohibition of Chemical Weapons, the Kiev regime openly allows the use of chemical warfare agents.
This is also evidenced by the supply to Ukraine of Western-made personal protection equipment in volumes that are excessive for a country that does not have chemical weapons. Since the start of the special military operation, the NATO countries have already delivered more than 280,000 chemical protection suits and gas masks, 150,000 sets of antidotes, and 20,000 tests to quickly detect chemical agents. In 2025, the Kiev regime additionally requested more than 200,000 gas masks and chemical protection suits, as well as more than 160,000 individual dosimeters.
The Russian Federation regularly brings to the attention of the OPCW Technical Secretariat and the state parties to the Chemical Weapons Convention the use of non-lethal agents and chemical agents by Ukrainian armed groups. All the necessary evidence has been submitted to the OPCW Technical Secretariat, but we have not received a meaningful response.
This demonstrates the double standards of Western countries under the control of the OPCW. They not only cover and cooperate with the Kiev regime, but also note as disinformation any allegations by the Russian Federation about the use of toxic chemicals by Ukrainian nationalists.
The leadership of the Armed Forces of the Russian Federation will continue to inform the world community about violations, committed by the countries of the West and Ukraine, of the provisions of the Chemical and Biological Weapons Convention, as well as international treaties relating to radiation safety.'
📄 Western aid provokes multiple violations by Kiev regime of international standards for handling nuclear materials
💬 Major General Aleksei Rtishchev, Chief of Nuclear, Chemical, and Biological Protection Troops of the Armed Forces of the Russian Federation:
'In this regard, I would like to draw attention to the prognosis developed by the State Emergency Service of Ukraine. In case of a radiological accident on the Russian-Ukrainian border, only the Russian Federation will suffer. However, a different scenario would be more possible as the accident at the Chernobyl nuclear power plant, and the radioactive substances would spread to a large part of Ukraine and Europe taking into account the average annual wind rose.
The situation at the Prydniprovsky Chemical Plant also causes concerns. Between 1949 and 1991, this manufacturing plant processed uranium concentrates and uranium ore currently employed for a different purpose.
The plant's buildings are currently in a critical condition. By getting into rooms, the atmospheric precipitation washes away radioactive waste and gathers in the basements.
Under these conditions, the risks of contamination of the Dnepr River basin and the release of dangerous uranium decay products into the Black Sea are increasing.
I would like to draw your attention to the fact that the Russian Federation has not shelled the facility.
Thus, military and financial aid from of the West provokes numerous violations by the Kiev regime of international standards for handling nuclear materials. At the same time, Western patrons do not take into account that the deterioration of the state administration system is capable of bringing not only Ukraine but also a whole number of European states to the brink of an environmental disaster.'
⚡️ USAID agency can be involved in testing pharmaceuticals on Ukrainians
💬 Major General Aleksei Rtishchev, Chief of Nuclear, Chemical, and Biological Protection Troops of the Armed Forces of the Russian Federation:
'The Russian Ministry of Defence continues to examine materials received in 2025 during the special military operation concerning violations by the West and Ukraine of the provisions of the conventions on the prohibition of chemical and biological weapons as well as international treaties in the of nuclear security sphere.
The Western aggressive biosecurity policy and the expansion of NATO military and biological programmes pose more threats to the biological weapons non-proliferation regime.
We presented the facts that U.S. Department of War employs the basis of Ukrainian biolaboratories, which were repeatedly confirmed by U.S. officials. These include National Security Council Coordinator John Kirby, Under Secretary of State Victoria Nuland, and United States Secretary of Health and Human Services Robert F. Kennedy Jr.
In an interview to American journalist Tucker Carlson in August 2025, a professor of organic chemistry at Cornell University Dave Collum confirmed pharmaceutical testing on the Ukrainian population in 38 laboratories.
To ensure the secrecy of such research, the sponsors are not military agencies, but rather civilian agencies and non-governmental organisations.
One of them is the United States Agency for International Development (USAID), which was terminated by U.S. President Donald Trump's decision.
In the United States, the Agency funded the Event-201 exercise designed to deal with an epidemic of an unknown coronavirus. I would like to stress that the exercise was held in October 2019 right before the beginning of the COVID-19 pandemic.
In February 2025, Elon Musk, head of the Department of Government Efficiency, called USAID a 'criminal organisation,' which again confirms the conclusions of the Russian Defence Ministry regarding the Agency's involvement in illegal activities including the coup d'état in Ukraine and the commence of a propaganda war against Russia.

🔹 Russian Defence Ministry
⚡️ Russian Defence Ministry continues to record violations of the Chemical Weapons Convention by the Kiev regime
💬 Major General Aleksei Rtishchev, Chief of Nuclear, Chemical, and Biological Protection Troops of the Armed Forces of the Russian Federation:
'In the course of the special military operation, it is reported that Ukraine more than 600 times employed riot-control chemical agents (Chloroacetophenone, CS), and listed chemicals as chloropicrin, BZ, and prussic acid.
The AFU regularly use U.S.-made grenades with the CS agent, Ukrainian smoke chemical irritant hand grenades marked Teren-6, and improvised chemical munitions filled with a mixture of chloropicrin and Chloroacetophenone. In 2025, similar attempts were reported on the territory of the Lugansk and Donetsk people's republics. The caches containing CS and chloropicrin are located on the territory of Rakitnoye (Belgorod region).
Attempts to poison Russian servicemen and administration officials of the new regions continue unabated. In November 2025, Russian troops have prevented the AFU attempts to sabotage using drinks containing a mixture of toxic chemicals of colchicine and tretbutyl bicyclophosphate. This chemical compound is comparable in its toxicity and rapid reaction to a nerve agent (VX). One of the perpetrators who confessed has been detained.
I would like to draw your attention to the Ukrainian nationalists' attempts to destroy chemically dangerous facilities in the territories of the Donetsk and Lugansk people's republics, putting the civilian population of the region at risk of chemical contamination. Massive missile strikes have repeatedly targeted the following industrial plants: Zarya in Rubezhnoye, Azot in Severodonetsk, and Koksokhim factory in Avdeyevka.
Russian troops have prevented the enemy attempts to use UAVs against chemical plants in Velikiy Novgorod and in the city of Rossosh (Voronezh region), containing substances of the first class of danger.
At the same time, the Kiev regime is trying to accuse Moscow of 'deliberately creating a man-made disaster'!
Another fact!
During the operational activities, it was established that foreign mercenaries, Romanian citizens, and MLRS systems, were located on the territory of the Odessa Portside Plant in the settlement of Yuzhnoye.
According to the information, received in September 2025, the head of the enterprise requested the Odessa Regional Military Administration to vacate a first-class danger facility from unauthorised persons and equipment, since in case of a fire damage, more than 200 tonnes of liquid ammonia will be spilled and, as a result, cause a man–made disaster in the region.
Realising that Russian troops do not launch strikes at chemical facilities, Kiev uses them as a man-made shield, regardless of the possible risks to the local population, and follows the inhumane principles of 'scorched earth' and 'fight to the last Ukrainian.'
⚡️ Ukraine's activities in the field of radiation security raise serious concerns
💬 Major General Aleksei Rtishchev, Chief of Nuclear, Chemical, and Biological Protection Troops of the Armed Forces of the Russian Federation:
No less serious concerns are raised by Ukraine's activities in the field of radiation safety, including Kiev's attempts at nuclear blackmail.
Andrey Yermak, former head of the Ukrainian presidential office, has a special role in this regard. He personally supervised the organisational, logistical, and financial flows of spent nuclear fuel imported into Ukraine without notifying IAEA and other relevant organisations. The supply chains were organised through Poland and Romania.
This creates the risk of creating a so-called 'dirty bomb' and then using it under a false flag.
This is evidenced by the training methods of the Security Service of Ukraine (SBU) available to us. One of the training areas is simulating the situation of stealing ionising radiation sources, manufacturing an explosive device, and detonating it in a crowded place.
I would like to remind you that spent nuclear fuel as well as calibration radioactive sources can be used to create such devices. Earlier, we had cited the report to the Prime Minister of Ukraine by the Secretary of the National Security Council of Ukraine. It reports the loss of 68 ionising radiation sources including highly active ones on the territory of Kharkov region. The report says, quote '..the loss of control over sources of ionising radiation is classified as a radiation accident...'
⚔️ A Grad MLRS of the Yug Group of Forces fired 122-mm rocket-assisted projectiles at a temporary deployment area of the Armed Forces of Ukraine in Konstantinovka direction.
