No, absolutely not—the Quran did not prioritize materialistic development. Rather, it came with the exact opposite priority: to establish the centrality of the Hereafter over the centrality of this worldly life. The Quran came to transform the worldly life from an end goal into merely a means for the Hereafter.
In fact, the Quran's warning about the dangers of the dunya leading people away from Allah is more emphasized than the command to build civilizations. In the Quranic worldview, the dunya is a dangerous means that must be approached with caution, for fear that it might divert us from the infinite, eternal life in the Hereafter.

🍃 Amr bin Malik Al-Janbi reported that he heard Fadalah bin ʽUbaid saying:
'The Prophet ﷺ heard a man making supplications in his prayer but he did not send blessings upon the Prophet ﷺ. So, the Prophet ﷺ said: "This one is in a hurry." Then he called him and said to him, or to someone else:
"When any one of you makes Dua', let him start with glorifying Allah and praising Him, then let him send blessings upon the Prophet ﷺ, and then let him supplicate with whatever he wishes after that."'
