At the beginning of the meeting, the President took part, via videoconference, in opening new social facilities in several regions of Russia, including a hospital, a kindergarten, and a school. Overall, about 370 new schools and kindergartens, as well as 340 healthcare institutions are expected to be built by the end of this year as part of the national projects.
With the Construction Worker’s Day approaching, the President pointed out that Russia’s construction industry was following an upward trajectory:
It relies on cutting-edge technology, materials, skills and competences. Taken together, all these assets enable it to deliver on the most formidable challenges, while effectively catering to the needs of the Russian society and its people. As of year-end 2023, over 110 million square metres of housing were built in Russia.
Let me note the courage of our construction and utilities workers who are rebuilding Donbass and Novorossiya despite all the challenges and the fact that combat action is raging there. Over the past two years, they have built or opened 20,000 facilities, including housing, roads, and major infrastructure sites people need to live normal lives.

Alexei Smirnov briefed the President on the situation following the terrorist attack on the region by the Ukrainian forces, actions taken by the operational headquarters, efforts made to coordinate the work of various agencies, cooperation with the federal government, and measures implemented to provide assistance to locals.
The decision was made to provide a one-time payment to those in need. The authorities will also assess the damage done to the property of people living in the Kursk region.

Vladimir Putin signed executive orders on pardoning Paul Nicholas Whelan, Kevin Lik, Evan Gershkovich, Demuri Voronin, Vladimir Kara-Murza, Alsu Kurmasheva, Lilia Chanysheva, Vadim Ostanin, Ksenia Fadeyeva, Alexandra Skochilenko, Ilya Yashin, Andrei Pivovarov, and Oleg Orlov.
The decision to sign the executive orders was aimed to return Russian citizens detained and imprisoned in foreign countries.
