Vladimir Putin's speech at the plenary session of the 2024 Eastern Economic Forum. Key points:
🔸The development of the Far East will remain a national priority throughout the 21st century. The challenges Russia is facing and objective economic trends suggest that essential business ties, trade routes, and the entire trajectory of global growth are all pivoting to the East and the Global South.
🔸Since 2013, Russia has been implementing a strategic programme of comprehensive development for the Far East. Over the past ten years, over 3,500 projects in industry, infrastructure, R&D, and education have been or are about to be launched in the region. About 1,000 new industrial facilities are now in operation, with over 140,000 new jobs created.
🔸The Far East is home to 16 priority development territories and the free port of Vladivostok. There are plans to establish the first-ever international priority development territory in Primorye, which has already aroused the interest of our partners from China. The development of Bolshoi Ussuriysky Island in the Khabarovsk Territory is to set an example for cooperating with foreign partners. The project involves expanding the road network and building large logistics hubs and new border checkpoints.
🔸Over the past ten years, the Trans-Siberian Railway and the Baikal—Amur Mainline (BAM) have seen over 2,000 km of new track built and over 5,000 km renovated. Over a hundred bridges and tunnels were built or restored. By the end of this year, the yearly capacity of the entire Eastern Railway Polygon will be increased to 180 million tonnes. In the next eight years, the Eastern Polygon will have 3,100 km of new track constructed. The BAM must not only be double-tracked for its full length, but also completely electrified.
🔸A 10,000-km motorway corridor between St Petersburg and Vladivostok is to become a major artery for the entire continent. Opened last December, the Moscow–Kazan high-speed motorway is to be extended to Yekaterinburg by the end of the year, and to Tyumen later.
🔸An ambitious development programme for the Northern Sea Route is underway, with icebreakers built, a satellite constellation formed, and coastal infrastructure expanded. Last year, the capacity of Russian ports along the route surpassed 40 million tonnes, and it will grow even further, with the throughput of the Murmansk transport hub alone expected to exceed 100 million tonnes.
🔸Russia is ramping up geological exploration in the Far East, searching in particular for raw materials needed for the economy of the future, such as titanium, lithium, niobium, and rare earths.
🔸Russia will support advanced, creative industries, big data economy infrastructure, and AI in the Far East. Among other things, a zone for testing civilian UAVs will be set up.
🔸New university campuses are in construction in Yuzhno-Sakhalinsk and Khabarovsk, with several more to be created in Ulan-Ude, Petropavlovsk-Kamchatsky, and Chita, and the second phase of the Far Eastern Federal University campus construction to be finished. The campuses will have everything students need to live, study, and work, including spaces for youth entrepreneurship and business clubs. Additionally, advanced engineering schools will be established here.
🔸A major research and development hub will be founded on Russky Island in partnership with Russia's top companies. The hub will specialise in marine engineering, biotechnology, and other promising fields.
🔸Master plans for long-term social, economic, and spatial development have been approved for 22 administrative centers and agglomerations of the Far East. This will serve as a base for scaling up the use of master plans in the future: by 2030, 200 settlements in Russia will receive such planning documents.
🔸Population growth serves as one of the main indicators confirming the successful development of the Far East. Numerous safety net programmes for families and professional employees who live or are planning to move to the region are in place.

On August 18-19, Vladimir Putin will pay a state visit to Azerbaijan
Talks to discuss further development of the strategic partnership and allied relations between Russia and Azerbaijan, as well as current international and regional issues will be on the agenda.

Dmitry Milyaev briefed the President on the current socioeconomic situation in the region:
🔸steps are being taken to support participants in the special military operation: for instance, in September, the Hero 71 Centre, a special facility designed to provide assistance to combat veterans and their families, will be opened in Tula;
🔸the defence industry output is on the rise, particularly in the unmanned aerial systems sector;
🔸investment remains stable: during the 2024 St Petersburg International Economic Forum, the Tula Region signed over 20 agreements worth a total of 100 billion rubles;
🔸the relocation of people living in dilapidated housing continues: in 2019-2023, over 7,000 families moved into new flats;
🔸several major healthcare projects have been completed, including the construction of a perinatal centre, an oncology hospital and two new buildings at the Tula Region children's clinical hospital;
🔸in recent years, 32 new kindergartens, seven schools, and over 200 sports facilities have been opened in the region;
🔸environmental protection remains a pressing issue, with the agenda now focused on renovating treatment systems;
🔸additionally, the regional authorities prioritise the development of municipalities, district centers, and rural settlements.
D.Milyaev: The defence industry, which forms the foundation for our industry-rich region, is highly active. Output is growing. We are particularly focused on developing the unmanned aerial systems sector. Currently, Tula manufacturers produce up to 2,000 units daily, and we will continue this work.

The President was briefed on the economic development of the region:
🔸the projected GRP growth for the region is 4.7 percent;
🔸a large-scale investment programme, focused on high-tech industrial production, has been prepared by the region jointly with the Russian Union of Industrialists and Entrepreneurs and the Chamber of Commerce and Industry;
🔸the region is completely self-sufficient in most food items;
🔸a new ambulatory care clinic, which can accommodate up to 1120 patients, has been opened in the city of Kaliningrad;
🔸construction of seven new schools is underway;
🔸cultural facilities, including branches of the Tretyakov Gallery and the Bolshoi Theatre, are near completion;
🔸the subsidies for special-rate plane tickets have been restored since May of this year.
V.Putin: The subsidies for plane tickets will continue to be provided. In addition, due to sea transportation currently serving as the main transport corridor for both delivering and exporting goods, a new ferry is scheduled to be delivered to Kaliningrad by the Zvezda shipyard at the end of 2028, with another one planned for 2029.
Our stance on this matter remains unchanged. We adopted it a long time ago, and it is in no way motivated by considerations of short-term benefits. We believe that in order to secure lasting and stable peace in the region, it is imperative to implement all UN resolutions, with the establishment of a full-fledged Palestinian state as a priority.
