Is this solution running on Ethereum? If so, isn't that a little inefficient when you have the likes of Hedera, Algorand, Concordium, Aleph Zero at a fraction of the cost and much faster.

Moreover, why would the Bank of England go anywhere near Ethereum?!

Not knocking your solution but the choice of network is baffling.
