Btw i have been complaining a lot abt 1 year ago, bcs it feelt that the product side was not developed further and keept falling apart...
There still are some UX issues one can run into, but overall want to say tnx devs for have woken up and delivered some cool stuff...really like a lot of it....

What he can do is report the incident to the cyber crime department (where he lives now). Not freezing an account without legal regulations (because this would also bring all validators or networks into violation of the law).

What you can do now is contact Cosmoshield, not by freezing the account or taking actions that impact the entire network's neutrality. If what you ask the validator can happen, then everyone will want to do it, including other parties such as the government and others, and RIP decentralization.

Ah common, consider again, just once...if nothing else for the culture, Juno did it & everything went just fine. I mean i understand the desire to get funds back, but...yeah
Anyhow i do consider it to be actionable to eneble one to be proactive and set his (daily) withdraw limits (i.e. in $ or ...% of avrg 30 days or curent portfolio...or both where smaller one applys) for his account and prevent the worst of outcomes. Bcs the way it is seems suboptimal as well, many not yet crypto ppl would not dare to send funds to defi if one click on wrong link is all it takes to get rekt. So some solitions Will be needed to the space to mature (have a chance to maybe mature)
I'm not unsympathetic to him, I'm really sorry that happened to him. but his request was ridiculous.
