US Funding Digital Governance Experiment in Ukraine?
Minister Defense of Ukraine Oleksiy Reznikov invited Western weapons (some secret) manufacturers in 2022 to test their latest weapons against the Russians. Indeed, all types of weapons are flowing into Ukraine. This is truly a testing ground.
So that begs the question, is there anything else being tested out there? The Ukrainian government appears to be quite willing to use its citizens as guinea pigs, and the US government seems to be quite willing to pay the bill. Are American tax dollars going to other interesting projects?
Zelensky became president of Ukraine in May 2019 and almost immediately presented his idea of a “country in a smartphone.”
At the beginning of September 2019, the Ministry of Digital Transformation was created in Ukraine, headed by Mikhail Fedorov, a participant in the World Economic Forum. According to Fedorov, the purpose of this new state agency was to optimize public services, simplify the filing of applications for driver's licenses and passports.
In early February 2020, the government of Ukraine launched the Diia app for smartphones. "Diia" was advertised as a way to streamline public services. By 2021, this allowed Ukraine to become the first European country to issue digital passports and one of the first to issue digital driving licences.
However, negative consequences have also become apparent.
Within a year of its launch, millions of Ukrainians discovered that their personal data, such as driver's licenses, social media information, and banking information, were being traded online. There has always been a risk of losing your wallet and driver's license, but when everything happens online, the risks of fraud and identity theft increase astronomically.
Diia was launched in February 2020, and by March 2020, Diia was helping the Ukrainian government implement a lockdown policy.

The transformation of "Diia" from a convenient service into a military tool is traced. In an interview with Wired, Advisor to the Ministry of Digital Transformation of Ukraine, Melnyk, stated: “We have transformed the Ministry of Digital Transformation into a clear military organization.”
All sorts of new wartime features were soon added to Diia. Ukrainians can report Russian troop movements via the eVorog (eEnemy) chatbot. Ukrainians can receive government payments even if they are displaced. But "Diia" does not stop there.
"Diia" calls on citizens to inform on their neighbors. Wartime features allow any citizen to anonymously accuse any other citizen of complicity with Russia.
The concept of "government in a smartphone" is rapidly spreading around the world.
