I have started service by service.msc as well as by command prompt using pg_ctl start. Maybe this is the reason but don't know how to resolve this.

Alert : Postgresql server 13 service on local computer started and then stopped. Some services stop automatically if they are not in use by other services or programs.

initdb must be working fine, not necessarily with creating cluster. Both should work fine to me
