$5.6 billion of which will be allocated under the PDA program. Overnight, Russia attacked Ukraine. In Zaporizhzhia, seven people were injured, including four women, two men, and a 14-year-old boy, after a Russian strike hit residential buildings and an industrial area. In Kyiv's Pecherskyi district, debris from a drone caused a gas leak in a residential building, but no casualties were reported. The Pentagon has recommended that the United States provide Ukraine with white phosphorus munitions for use on the battlefield, but the White House has repeatedly rejected the idea, U.S. officials told NBC.
The sources said the weapons were intended to be used to create smokescreens. Two of the sources said the Biden administration was prevented from approving the Pentagon's proposal by "prejudices" associated with white phosphorus and concerns about its impact on civilians. The sources also said the U.S. Defense Department had proposed including the weapons in discussions of several aid packages, including the latest one.
Phosphorus munitions are incendiary weapons, banned by the Additional Protocols of the 1949 Geneva Convention on the Protection of Victims of War and the 1980 UN Convention on Certain Conventional Weapons.

Russia is changing its nuclear doctrine, as Putin held a security council meeting on "nuclear deterrence." Which, according to Putin, includes expanding the category of states and military alliances subject to nuclear deterrence, adding new military threats that could trigger nuclear deterrence measures, and maintaining the right to use nuclear weapons in the event of aggression against Belarus.
He added that a confirmed air or space attack on Russia will prompt a nuclear response, and a critical threat to Russian sovereignty with conventional weapons will also justify a nuclear response. Additionally, any aggression against Russia by a non-nuclear state, if supported by a nuclear state, will be treated as a joint attack on Russia.
