Hello I just updated to 13.0.2.0. 2259. On OnePlus 9pro,. and bing, bug.

I have 5 accounts on Plus. One of them was frozen, impossible to send any message nowhere. From another phone with plus not updated, all is right. So I removed the account. Then wanted to register it again in plus. Impossible, got an error message CONNECTION_LAYER_INVALID.

Using another client, I could register the account without problem
On the updated Plus, other accounts are working well.
What must I do to register again the account in the updated plus?!

So you are using Telegram theme, not Plus one.
