Q: I'm not able to observe those changes during my PTE exam which others are talking about. Why is that?
A: Changes are implemented in a cohort manner. So, some may see few changes, some may experience many changes, and some may see no change at all. PTE is a real-time exam. That means changes are first tested on a few random candidates during real exam, once they get the desired results/feedbacks from those candidates based on that, they will think about seriously implementing those changes to everyone else. So, if you are not finding changes in your test, it is not necessary that those changes are not being implemented for others.
