i hope u meant dealing with ipd patient load, when u have eg. 100 beds and 80 patients are enrolled, u gotta sort which ones to keep and which ones who still need the ipd care but gotta demote home coz u won't have space when same load of patients come tomorrow

This is real, but decisions have hierarchy
MO => R1=>R2=>R3=> SR Consultant
so if i want to make a decision the top levels shall aggree at least r2/3

that's how doctors deal with patients, consultant will always make sure nobody is messing up during their rounds
