New Preschool Education Law adopted by the NPC
This law was adopted on Nov 8th and will come into full affect by July 1st 2025
The main points are as follows
1. Promotes universal, accessible, safe, and high-quality preschool education as part of the national education system, ensuring its availability to both urban and rural areas.
2. Ensure developmentally appropriate learning such as by eliminating testing for kindergarten students and other curriculum changes to reduce the academic burden on children and parents.
3. Increase coverage and support for rural, underdeveloped areas, ethnic minorities, and disadvantaged groups. Inclusion of children with disabilities into mainstream kindergartens should occur where possible with necessary accommodations.
4. Greatly improve faculty standards through more stringent background and qualification checks along with more emphasis on training and experience.
5. Enhance safety for the students and staff by strengthening public security management and patrols around the kindergarten. Individuals with criminal records related to abuse, sexual assault, harassment, trafficking, violence, drug use, gambling, or severe violations of professional ethics are strictly prohibited from employment at such facilities along with those with a criminal record and a history of alcoholism
6. Ban corporal punishment, discrimination, humiliation, or any other harmful treatment of children. Prohibits organizing commercial or competitive activities that hinder early childhood development.
7. Ensures a healthy environment through providing nutritious meals and maintenance of hygienic environment along with many other provisions.
8. Establish stricter criteria for preschool establishments, ensuring kindergartens operate with the proper credentials. Rigorous supervision of kindergartens, including fee regulation, safety audits, and financial transparency are mandated.
9. Supports public kindergartens and regulates private ones, emphasizing the development of affordable, non-profit institutions. Efforts are made to reduce financial burdens on families, including potential free education initiatives.
10. Ensure fair wages and benefits for kindergarten staff.
