This happened to me and to many other individuals with solo developer account is because we made an account after November 2023. This issue is not faced by business account it's for individuals only. I am not a very talkative person and have a very close circle of friends so gathering 20 Testers was actually like a nightmare for me but it will not be for you. It's been 3 months that my apps is released on playstore but I still see people struggle with this issue.
