You can also consider having two offers in rotation, one with cap and very high weight, like 100000 and the other is no cap and low weight, like 1.

Weight will force all traffic to offer with cap, until cap is reached. Takes more time to setup compared to fallback, but offers more flexibility

I am running Pay per call offers through Ringba which sends conversions back to Redtrack. RT does not send anything to the pixel if don’t tell it to. Seems the pixel is added on this website somehow. Is it your domain?
