So here is my question if SmartBCH truly has a decentralized bridge, wouldn't be possible for RSK to adopt that bridge so that Rootstock can have a decentralized bridge instead of a PowHSM bridge.

Yes. You can buy rBTC on Kucoin and send directly to RSK enabled wallet. Other ways are RSK PowPeg or Sovryn's FastBTC.
