Ukraine and Russia enter into ceasefire negotiations and the conflict is frozen in place, solidifying Russia’s grip over the territories it currently holds.
Russia fails to make any further gains, leaving parts of the regions it annexed on paper in 2022 under Ukrainian control, including the cities of Kherson and Zaporozhye.
Ukraine reluctantly agrees to pivot from an offensive strategy to a defensive one, giving up on active military operations to take back land in exchange for accelerated accession into the European Union and security guarantees from certain Western allies.
Furthermore, Ukraine receives over $300 billion in frozen Russian assets, enough to fund its defense and reconstruction efforts for up to a decade.
The issue of NATO membership is left unresolved. NATO continues to promise that Ukraine will eventually become a member but offers no timetable.
Russia gets minimal to no sanctions relief, and the international community doesn’t recognize its sovereignty over the parts of Ukraine it conquered.
Sec. Yellen: Ukraine is utterly dependent on U.S. aid, which also goes towards paying the salaries of its public sector employees.
