I think you'll get a bit more Wh out of a 5V@3A draw since that's the lowest power draw rate

and those are maximums (although likely, whatever you're using it for won't be operating significantly above those margins so even if it's a bit slow of a charge for your device it should probably work fine)

so they probably operate within a similar band of outputs, but for instance, my power bank, the anker 20k mAh (74 Wh), it outputs at either: 5V@3A, 9V@2A, or 12V@1.5A
