When most people I know say central they are talking about the valley and excluding the coast. I think I subconsciously do similar just because the culture is so different.

Back in the 80s' I was working for UPS, and they had a map of their distribution hubs in the office. Back Then (before air everything and 24-7 deliveries) they divided the state along the southern edge of Fresno County. And then a pretty logical couple of zigzags along county lines at the east and west sides. But this was causing grief for a small business I was dealing with that was just a few miles south of Fresno, but they were in UPS's 'Southern California Region', and their deliveries were always a day or two later than for people in Fresno.
