here it says my account is free as a bird but if i try to send message to who is not a mutual contact it says i can't temporarily send messages to people outside my contact list

it won't resolve anything. it's for auto sleeping, and That is for FloodwaitError, Too many requests means you're spamming and got restricted

As a bot you should pass outgoing=False anyways, since gap stuff, i don't remember if it was fixed /channel/TelethonChat/524695, new update handling is too good it self sabotages, but i forgor the specifics, people don't report it much
