Record Droughts Predicted for 2016

Authorities predict that Thailand is likely to encounter a drought crisis in 2016 which may be the worst recorded in the past 50 years.
In preparation to this crisis, the Ministry of Agriculture and Cooperatives has already started imposing measures in response to this potential crisis.
The measures involve conserving water consumption balanced with other projects to mitigate agricultural losses during the expected dry season.
Dr Seree Suparatit, Director of Climate Change and Disasters in Rangstit University, said that in 2016 the drought crisis is the most crucial impact from El Nino. Water levels from large reservoirs such as Chao Phraya river could be reduced by 40% in comparison to the previous year. This can affect water consumption in various industries, especially agriculture.
In addition to the drought crisis in the early part of the year, Dr Seree also added that by August 2017, Thailand may encounter a serious flood disaster due to La Nina, wich is effectively the opposite of El Nino.
For Thailand, the rainfall will be higher than normal and may cause flooding in several areas. however, the level of severity will depend on the impact strength of La Nina.
Currently, it is impossible to forecast the severity of the disaster or the occurence of flooding until mid- 2016. Thai citizens are advised to be prepared for the upcoming crisis.
Dr. Seree suggested that farmers should build water reservoir or monkey cheeks areas – small- medium size reservoirs to retain water during the rainy season for use in the dry season (so named as monkeys save water in their cheeks).
For urban areas, it is advised to renovate the canals and water storage system to be consistent with the expansion of the city.

GMO bill would 'give farmers rights' | Bangkok Post: news

A controversial bill regulating genetically modified organisms would give farmers the right to decide whether or not they want to plant GM seeds, a member of the committee which drafted the legislation says.
Jessada Denduangboripat, who is also a scientist specialising in GMOs, said academics were still unhappy with the government's recent decision to put the so-called biosafety bill on hold, as it contains several key policies that would open the door to more scientific trials on GM crops.
Speaking at a press conference held by the National Confederations for Safe Secure and Sustainable Agriculture on Friday, Mr Jessada said if the draft bill passes into law, genetic technology can be developed to create plants that are resistant to diseases and drought and reduce the use of chemicals.
The cabinet dropped the controversial bill two weeks ago.
Prime Minister Prayut Chan-o-cha earlier said the bill — which was drafted several years ago — was no longer unnecessary.
At the time it was created, Gen Prayut said, other countries planned to use GM plants "during wartime" or emergencies when widespread diseases were affecting crop cultivation.
GMOs could be engineered to endure pandemics, produce high yields and consume less water, he said.

However, Mr Jessada said if Thailand does not pass the law, it will leave the country out of date on GM technology compared with neighbouring countries.
He said GM trials cannot only be carried out in a laboratory, and needed open field trials that would yield more accurate results.
"If the result of growing GM crops in open fields is good and safe, I don't see any reason not to give the GM seeds to farmers. They must make their own decision whether to buy them or not.
"But farmer's rights have been terminated by the bill suspension," he said.
The biosafety bill included controversial wording about GM crops "being released into the environment" which alarmed anti-GM activists, who expressed concerns about GM seeds being available on the market.
Mr Jessada said releasing GM seeds onto the market is standard practice for a GM trial once the experiment proves there is no negative impact on the environment.
Pornsilp Patchrintanakul, president of the Thai Feed Mill Association and a strong advocate of the scrapped legislation, and said he will submit a letter to the government next week calling for the bill to be reintroduced.
The Biothai Foundation, an NGO which supports food safety, has issued a statement calling on the government not to support the biosafety bill, saying if the legislation passes into law it will become a tool for farming companies to reap benefits from GM crops.
The foundation will meet with representatives from 125 organisations on Jan 11.

It may have made its name as the ultimate backpacker destination but Thailand hopes to attract a more well-heeled kind of traveller in the future, its tourism minister said today, as the kingdom announced record arrivals for 2015.
The vital tourism industry remains one of the few economic brightspots following a year in which the junta-led government has struggled to kickstart the kingdom’s stumbling economy.
By the end of the year Thailand will have received more than 29.6 million foreign visitors, Minister for Tourism and Sports Kobkarn Wattanavrangkul told reporters.
"Our goal is to focus on quality and how to make tourists stay longer and spend more money," Kobkarn said, adding officials would target women, luxury holiday makers and sports tourism.
This year’s tourist arrivals are a significant jump from the 24.8 million who visited in 2014 - when the country was wracked by months of debilitating street protests and a military coup - and 26.5 million in 2013.
"Revenue from the tourism industry accounted for 14.5 percent of our GDP," Kobkarn said.
After years of largely impressive economic expansion during the 1990s and 2000s, Thailand’s growth has significantly slowed, leading some to dub it the sick man of Southeast Asia.
Thailand’s planning agency expects this year’s growth to be between 2.7 and 3.2 percent, an improvement on last year’s negligible expansion but still one of the poorest performing economies in Southeast Asia.
Some independent economists have suggested growth could be as low as 2.5 percent.
Army chief Prayuth Chan-ocha seized power in May 2014, ousting a democratically elected government that he accused of being corrupt and running costly populist policies.
But his vow to kickstart growth has largely fallen flat.
The country’s key agricultural sectors - including rice and rubber - have struggled with falling global prices, curbing the amount of crops produced and taking money out of Thais’ pockets.
The country also remains one of Southeast Asia’s most indebted economies, denting consumer confidence.
In a recent note to clients Capital Economics said Thailand’s tourism industry had weathered a deadly bomb attack in Bangkok in August that appeared to target ethnic Chinese tourists.
"In 2015 we estimate that tourism will contribute 2 percentage points to GDP growth. Without this boost, the economy would hardly have expanded at all," Asia economist Krystal Tan wrote.
However Tan warned that there was "almost no chance" of 2016 matching this year’s figures, citing capacity constraints - particularly at Thailand’s already hard-pressed airports.
Tourism minister Kobkarn said she hoped Thailand could attract 32 million visitors in 2016.

Hyatt Hotels on Wednesday revealed that it recently discovered malicious computer code on computers used for processing payments at locations it manages.
In a short statement, Hyatt did not disclose what, if anything, the cyber attack accomplished but said that the company immediately "launched an investigation and engaged leading third-party cyber security experts."
Hyatt also said it strengthened the security of its systems and that "customers can feel confident using payment cards at Hyatt hotels worldwide."
The hotel group advised customers, as a precaution, to watch payment card account statements for unauthorized charges.
Cyber threats blogger Brian Krebs at KrebsonSecurity.com said in an online post that "Hyatt joins a crowded list of other hotel chains similarly breached in the past year."
Hyatt competitors Hilton, and Starwood Hotels which operates the Sheraton and Westin chains, last month separately announced that payment systems had been targeted by hackers.
US hotel chain Hilton said that hackers infected some of its point-of-sale computer systems with malware crafted to steal credit card information.
Malicious code that infected registers at hotels had the potential to take cardholders' names along with card numbers, security codes and expiration dates, Hilton said in an online post.
Starwood Hotels said that hackers had infected payment systems in some of its establishments, potentially leaking customer credit card data.
The hack occurred at a "limited number" of its hotels in North America, according to Starwood, whose other well-known chains include St Regis and W Hotels.
The cyber attacks on Hilton and Starwood sounded similar to one disclosed earlier in the year by Trump Hotel Collection.
"We believe that there may have been unauthorized malware access to some of the computers that host our front desk terminals and payment card terminals in our restaurants, gift shops and other point-of-sale purchase locations at some hotels," Trump Hotel Collection said at a website devoted to details of the incident.
Locations affected were listed as Trump SoHo New York, Trump National Doral, Trump International New York, Trump International Chicago, Trump International Waikiki, Trump International Hotel & Tower Las Vegas, and Trump International Toronto.

BTS skytrains to run until 2 am on New Year's Eve

The BTS skytrain service will be extended from midnight to 2 am on New Year's Eve, Surapong Laoha-Unya, executive director of BTS Group, said Monday.
He said the Bangkok Mass Transit System decided to extend the service time so that it would be convenient for New Year revelers to travel around to join New Year countdown parties.
Surapong said BTS would also sell one-day pass for the New Year Eve for Bt140 so that New Year revellers can make unlimited rides on that day.

Immigration steps up scrutiny of foreign visitors

With the Asean Economic Community having begun at the start of the year, Thailand has stepped up scrutiny of foreigners in the country and is ready to blacklist any overstayers.
Immigration officials have increased checks of tourists arriving at several border points, demanding details on their trips here.
One regular traveller from Laos told The Nation recently that officials demanded a thorough examination of her passport, as well as particulars of her temporary stays in the country.
"They asked me to write complete information concerning the hotels I would use as well as phone numbers - something that has never happened before," Pathumrat Saisanit said.
This closer scrutiny and inspection is part of the measures launched by Immigration Police to weed out foreign criminals.
The bureau has requested cooperation from hotels nationwide to report check-ins within 24 hours. The information would be uploaded and linked with the bureau's database automatically.
Pol Lt General Natthatorn Praosunthorn, head of the Immigration Police, said officials had learned that some overstayers were involved with crimes, especially drugs, or with mafia gangs, or have arrest warrants out for them from overseas.
So, starting from March 20, the bureau will blacklist overstayers as a precautionary measure.
Individuals would be blacklisted for three years if they have stayed illegally for more than one year, or be blacklisted for five years for a three-year overstay, or blacklisted for 10 years for an overstay of five years or more.
"We would like to screen out and intercept bad guys first as disrespecting the law shows intention," he said.

KANCHANABURI: — Thai military and police today forbid Thai tourists to cross into Myanmar from the Three Pagodas Pass in Sangkhla Buri district of Kanchanaburi province for safety reason as protest of Thai court's ruling on Koh Tao case emerged at the Myanmar border for the third time in five days.
Residents of Myanmar’s Payathonzu border town gathered near the border pass started gathering this morning shouting for the review of the case.
It was their third protest rally in the past five days.
Thai authorities then shut the border pass and disallow Thai tourists to cross over for safety reason.

Ministry of Energy inspects oil quality in gas stations nationwide

BANGKOK, 29 December 2015 (NNT) - The Ministry of Energy is inspecting the quality of oil in gas stations nationwide during the New Year holiday in an effort to prevent adulteration of oil products.
Minister of Energy Gen.Anantaporn Kanchanarat on Monday went to PTT gas stations to check the oil quality for consumers during this holiday season. The ministry is sending vehicles to inspect all gas stations especially in at-risk areas such as border zones. The gas stations which pass the inspection will receive a certificate and stickers to be attached to the fuel dispensers.
If the oil quality of a gas station does not comply with the standards of the Department of Energy Business, the owner will face up to one-year in prison and up to 100,000-baht fine. Those who have mixed oil products illegally will face up to five-year in prison and 50,000 – 100,000 baht fine.
As for the cancellation of gasohol, the minister said he had instructed the department to study the national consumption of gasohol 91 and 95. The less used one will likely be cancelled.

Money transfer fee waived on New Year

Thai Bankers Association's members will waive the fee for the transfers of money via the nationwide ATM network during December 31 and January 3.
This will be applied with same-bank and cross-bank transfers.
"The members agreed to this, to support the tourism industry and the government’s policy," the association said in a statement.

THAI receives EASA certification

BANGKOK: — Thai Airways International today announced that it passed the European Aviation Safety Agency (EASA) Third Country Operator (TCO) Audit and received authorisation for flight operations to countries in the European Union.
TAHI President Charamporn Jotikasthira said that the authorisation took effect from December 15.
The audit was conducted in November.
The authorisation, the first granted by the EU to a non-European airline, is one of the requirements for non-European airlines to obtain the traffic rights or permit to fly to destinations in the EU from November 2016 onwards.
Currently, THAI operates flights to 11 destinations in Europe: London, Copenhagen, Frankfurt, Brussels, Munich, Oslo, Paris, Stockholm, Zurich, Milan, and Rome.
Charamporn noted that the airline has continually maintained high safety standards and in May 2015 launched the Safety Beyond Compliance Project to enhance the highest safety standards in the aviation industry based on EASA standards.
The authoritisation was extended amid international community's concerns in Thailand's aviation safety standards. The US Federal Aviation Agency earlier downgraded Thailand’s aviation safety rating, prompting Thai airlines to Category 2, which means Thai airlines will be banned from opening new routes to the United States or expanding existing ones.
