SO, to debug some stuff, I was asked nicely by AMD support "try Windows lol"
and well, I tried
you can't create fucking local account anymore and I live in Russia, so guess what? "error occured" when I try to log into some stolen MS account
and, after I YANKED the fucking cord from my PC and redone installation without internet, I can log into OS
done usual PowerShell fuckery for activation, etc-etc, installed Radeon stuff... OH WAIT, MICROSOFT UPDATE ALREADY INSTALLED OLD ASS AND HALF FUCKED AMD VIDEO DRIVER TO FUCK WITH ME
remove MS version, install one from AMD website. sure.
