ZFS and BTRFS do have flags for casefolds as well
tune2fs -O casefold might not work on some really old EXT4 partitions
XFS does support similar thing — mkfs.xfs -f -n version=ci /dev/sda, only for ASCII filenames, not fully UTF-8 sadly(it's actually A FIRST time I encounter XFS downside, but it should be enough to get those BG1-BG2 and Morrowind mods going)
