Hamas has informed Israel through Arab mediators that 20 captives are alive and could be released as early as today, according to the Wall Street Journal.
An Israeli official said the country is prepared to receive them tonight, though a Monday release is seen as more likely. Israel believes 20 captives are alive, has serious concerns over two others, and has confirmed that 26 are dead.
❗️A Hamas source told AFP on Sunday that the movement will not participate in governing Gaza during the transitional phase following the ceasefire, effectively relinquishing its administrative role in the Strip.
However, the source stressed that Hamas remains a central part of the Palestinian fabric despite stepping back from governance.

"Opening the door for repentance and a general amnesty for members of criminal gangs 'not involved in bloodshed' to settle their legal status
Following the implementation of the ceasefire agreement ending Israel’s genocidal war against our people in the Gaza Strip, the Ministry of Interior and National Security affirms that it has begun taking the necessary measures regarding the security and societal situation in the Strip, with the aim of restoring stability and reinforcing national and social cohesion.
Some criminal gangs exploited the state of chaos during the war, committing unlawful acts that targeted civil peace, including attacks on citizens’ property and looting humanitarian aid. Among these groups were individuals whose hands are not stained with blood and who did not participate in killings or crimes against their people.
Based on the principles of justice and national responsibility, and out of concern for internal unity, the restoration of public order, and the strengthening of the home front, the Ministry of Interior and National Security announces the opening of the door for repentance and a general amnesty for all individuals who joined these gangs but were not involved in murder.
They are called upon to surrender themselves to the security services within one week — from the morning of Monday, 13 October 2025 until the end of Sunday, 19 October 2025 — to regularize their legal and security status and permanently close their files.
The Ministry of Interior and National Security warns that anyone who refuses to turn themselves in or insists on violating the law will face firm legal action by the competent authorities. No compromise will be allowed regarding public security or citizens’ rights under any circumstances."

❗️A new round of negotiations began this morning to resolve remaining disputes over the prisoner list, according to BBC Gaza correspondent in Istanbul, Rushdi Abualouf.
Hamas is still pushing for the release of seven high-profile Palestinian prisoners, including Marwan Barghouti and PFLP Secretary-General Ahmad Saadat. Israel has rejected this from the start, but Hamas has told mediators it would release the captives today if Israel agrees to free at least two of them.
Talks are also focusing on the timing and logistics for the release of 20 living captives and the return of the bodies of those who have died.
‼️ SDF commander confirms decentralization talks with Damascus
The Kurdish-led Syrian Democratic Forces (SDF) General Commander Mazloum Abdi revealed that the issue of “decentralization” was raised during a recent meeting with the leadership of Hayat Tahrir al-Sham (HTS) in Damascus.
Speaking to Ronahi TV about last week’s talks, Abdi described the meeting as “positive,” saying that although not all issues were resolved, “we started a dialogue and will continue talking.” He noted that both sides expressed willingness to discuss “a non-centralized Syria” and confirmed that an Autonomous Administration delegation will soon visit the new Syrian government.
Abdi stated that constitutional changes are required to reflect this approach, adding that “many steps will be taken mutually.” He emphasized that while the SDF supports Syria’s territorial integrity, “the system should not be centralized.”
On military arrangements, Abdi said the integration of SDF forces into the new Syrian army was also on the table. “Sharaa was more open on this issue. Some points were agreed upon,” he noted, explaining that a military delegation from the SDF will travel to Damascus within days to continue talks. He added that around 30,000 internal security personnel under the SDF would become part of the Interior Ministry under any future arrangement.
Abdi also said that foreign powers should not directly interfere in this process but acknowledged that “Turkiye could play a positive role” in reaching a solution, stressing that a settlement in Syria “is difficult without Turkiye’s involvement.”
❗️US President Trump and his Egyptian counterpart Sisi will co-chair the ‘Sharm el-Sheikh Peace Summit’ on 13 October, with over 20 world leaders, including Turkish President Recep Tayyip Erdogan, set to attend.
According to the Egyptian presidency, the summit aims to boost efforts to end the war on Gaza, establish “peace and stability” in the region, and open a new chapter for regional security.
The summit is being held in line with Trump’s stated “vision” to bring "peace" to the region, as he calls it.
⭕️ Israel grows uneasy as Qatar reemerges as key Gaza power broker, fueling fears of a Hamas resurgence
Israel’s original 'postwar' plan for Gaza, developed with US and Arab partners, aimed to exclude Qatar from any role in reconstruction, favoring a US-Arab Sunni–led administration backed by Egypt, the UAE, and Jordan. That plan unraveled after Israel’s 9 September airstrike on senior Hamas leaders in Doha, which failed and forced Netanyahu to issue a public apology.
Since then, Qatar has reasserted its influence, with Israeli officials now fearing that billions in reconstruction aid could once again strengthen Hamas rather than rebuild civilian infrastructure, according to a report by Ynet.
These concerns persist despite Qatar’s status as a close US ally, hosting the largest American military base in the region and maintaining broad alignment with Washington on most key regional issues.
Israel’s unease with Qatar’s presence has persisted throughout its genocidal war on Gaza as seen in the cautious handling of its diplomatic compound in Gaza and the survival of Qatari-funded sites like the Hamad neighborhood amid widespread destruction.
Washington is now setting up a coordination center in Israel, staffed by around 200 personnel, to oversee Gaza’s 'postwar' administration. But Israel’s withdrawal to a buffer zone near the border, contrary to earlier claims of deeper control, has allowed Hamas to re-enter much of Gaza’s urban areas.
Senior Israeli officers warn that while Hamas has lost its heavy weapons and factories, its ability to rebuild remains intact and may be reinforced by foreign aid. Officials are also pressing the US to differentiate between Qatar and Turkiye, whom they view as Hamas allies, and Arab states like Egypt and the UAE that oppose it. With the ceasefire in place and political negotiations advancing, the report claims Hamas is regaining ground on the ruins of Gaza while Israel’s security buffer remains fragile.
