When you plug the phone in a notification will show at the top indicating that you have connected it to the pc. You can tap on that to change how the phone acts while connected. You should also see a popup on the pc showing options on what to do when the phone is connected as a new device.

Have you checked the USB settings on the phone to ensure it's set to transfer data and not just charge. Also make sure it is not sleeping when initially connected to the pc.
