Telegram did some security tweaks to its apps by making a server-side "quarantine". Any new session is put to 24h (numbers may be different, but I assume it's 24 hours) quarantine. Why? Alice gets a notification "Someone logged into your account". If she didn't do that, she can easily "drop" that suspicious session before you (as a hacker) read or download anything. On the other side, you, as a hacker, cannot just "kick" her and take full control over her account. To sum it up: Telegram puts all new sessions to a "quarantine". Such sessions can use Telegram, but cannot terminate any other sessions for that account. "Old" sessions are considered as "legit" and "proven" and can terminate any sessions, including the new ones
