I forget which section of the Constitution states it, but building on Article 4, Section 4, if the Federal government fails to act against a foreign invasion, a state can use it's militia to do so. I can't look it up right now. I'd think Texas could use it's National Guard and TX State Guard to stop a foreign invasion if the federal government failed to act.
