The enemy is clever at creating administrative "chaff" to cover each step of their crimes. If shoved into a corner, they are fully compartmented and will blame accident, lack of training, or even say "oops sorry".

Ultimately they RELY on ability to say "well you can't prove INTENT", so you can't hold me accountable.

Zero GOP leaders have bothered to call them on this and cite Oklahoma Supreme Court decision that said INTENT can be inferred when public officials repeatedly don't do their jobs as required.
