There are workarounds, but it might be taking it's time "cleaning up". If it fails and you can get into fastboot, great it is recoverable easier than if you cannot. Have you got ADB and fastboot installed?

Ah, that means you are relocking the bootloader. Let it run its course. As I said, do not relock the bootloader, hopefully it will run it's course as it looks like it is cleaning up. If it does work, and you get an Android boot successfully you are going to have to unlock the bootloader again.

Download platform tools from here unzip it and open the unzipped folder. Are you on Windows or Linux or mac? In the folder right click on an empty space and open a terminal from the drop down menu.
