Liquidation fee is paid only if collateral was liquidated because debt/collateral ratio went above liquidation ratio. If you pay back you will not pay such fee 😉

Mint USDP - yes, it's similar system to Maker with DAI. When you will pay back USDP you will burn it, so it's not mining.
