A meeting of the NATO-Ukraine Interparliamentary Council was held.
In Lviv, UNIC members reaffirmed their determination to do everything possible to support Ukraine to victory.
✅Discussed the important results of the Vilnius NATO Summit.
✅Call on Allied leaders to take further concrete steps and make decisions to help Ukraine on its clear path to NATO membership, so that the invitation can be extended as soon as possible.
During our meeting, we also reiterated other important calls, including:
📌Allied leaders should take bold strategic decisions on Ukraine's NATO membership at the Washington Summit in 2024;
📌More countries should support the President of Ukraine's Peace Formula;
📌russia must be held accountable for the crime of aggression;
📌 sanctions against russia should be maintained and expanded to undermine its ability to continue its military actions.

Sustained engagement between Ukraine and NATO remains essential to securing our future.
I emphasized this during a meeting of the NATO-Ukraine Interparliamentary Council (UNIC) in Lviv, which provided an opportunity to discuss our achievements and the way forward.
In particular, I informed about the current situation in Ukraine: daily air attacks and artillery shelling, missile attacks on infrastructure, civilians and energy facilities. The aggressor country is preventing Ukrainians from returning home — to their homes, to Ukraine.
But our state is actively dismantling this russian military machine!
We are grateful to our partners for the military assistance that has already saved thousands of lives — PATRIOT, heavy weapons, various types of ammunition, reconnaissance UAVs and other weapons.
Ukraine looks forward to further expansion of military assistance from our partners, including the provision of long-range missiles such as TAURUS and ATACMS.

🇺🇦 Ukraine needs a kind of "cultural Ramstein", — the Deputy Head of the Humanitarian Policy Committee Yevhenia Kravchuk:
🔹Ukraine should more actively raise the issue of restoring cultural monuments damaged or destroyed by russian aggression.
💬 The Convention for the Protection of Cultural Heritage has been signed by 195 countries. It is UNESCO, as an international organization, that can help bring these donors together to invest in reconstruction. We need a kind of "cultural Ramstein" where countries that have relevant experience in the restoration of cultural monuments can gather, said Yevheniia Kravchuk.
🔹 It is very important that destroyed and damaged cultural heritage sites are included in the register of losses formed with the Council of Europe. The next step will be to create a mechanism of compensation for crimes, under which Ukraine will receive reparations.

In its current form, the UN is losing its credibility and is unable to fulfill its primary mission of guaranteeing sustainable international peace and security.
Therefore, the organization needs to be reformed. Today, at the level of speeches by world leaders at the UN General Assembly, various options for changes in the activities of this structure are being discussed.
Personally, I am convinced that russia should be deprived of its veto and expelled from the UN Security Council as an aggressor state and violator of the UN Charter.
In addition, russia has been granted a seat on the Security Council without any grounds and bypassing the procedures. It is already clear that it is also necessary to expand the number of permanent members of the Security Council to make its composition consistent with current realities. The proposal to give the UN General Assembly the right to override the Security Council's veto with a qualified majority seems quite logical.

🌾 Ukraine harvested 37.4 million tons of grains and oilseeds, — the Agrarian Policy Committee:
🔹 Ukrainian farmers have completed harvesting early grain crops and continue threshing late grain and industrial crops.
🔹 Grains and legumes were harvested in the amount of 29,800 tons, including:
🔸 wheat — 22 190 tons;
🔸 barley — 5 862 tons;
🔸 peas — 396 thousand tons.
🔹 Most of the grain crops were harvested in Odesa region. Vinnytsia region is the leader in buckwheat harvesting.
🔹 Oilseeds were harvested in the amount of 7 649 tonnes, in particular:
🔸 rapeseed — 4 003 tonnes;
🔸 sunflower — 2 375 tonnes;
🔸 soybean — 1 271 tonnes.
🔹 Poltava region is the leader in sunflower and soybean harvesting, while Odesa region is the leader in rapeseed harvesting.
🔹 1 460 tons of sugar beet roots were harvested. Lviv region is the leader in beet harvesting.

🇺🇦 Ukraine is working with partners in the format of various coalitions aimed at strengthening us and bringing our victory closer, said Yehor Chernev, the Deputy Chairman of the National Security Committee, Head of the Permanent Delegation of Ukraine to the NATO PA.
💬 Lithuania is currently forming a coalition to demine Ukraine and invites states that have the ability to train or provide sappers to participate. The idea has already been supported by Finland, Iceland, Norway, Sweden, and Denmark and Estonia may join in the future. I would also like Croatia to join, as it has perhaps the most extensive experience in demining in Europe, the MP said.
🔹 According to him, in this matter, it is necessary to clearly understand what humanitarian and military demining is.
🔹 Various humanitarian missions and private initiatives funded by donors help with humanitarian demining. But in military terms, the situation is somewhat more complicated.

🇺🇦 The state is fully restoring the mechanism of control over the wealth of officials, — Anastasiia Radina, the Chair of the Anti-Corruption Policy Committee.
🔹 The e-declaration register will be opened 60 days after the law enters into force, as there are special categories of declarants — military, prisoners of war, people in the occupied territories or permanently working in the territory of hostilities — whose declarations are already available in the system, but they must be removed from public access to ensure the safety of such persons.
🔹 The NACP has two months to close access to declarations of special categories of subjects, and open the rest of the declarations, in particular, those of MPs and top officials, to the extent they were open before the full-scale war.
🔹 Everyone is obliged to submit declarations by January 31, 2024 for previous years and by March 31, 2024 for this year.

🇪🇺🇺🇦 On Thursday, September 21, 99.9% of what the EU requires to start negotiations on Ukraine's accession to the European Union was adopted, — the member of the Committee on National Security, Defense and Intelligence David Arakhamia.
🔹 The law on national minorities and the issue of politically exposed persons (PEPs) are two main aspects. The first reading of the law on PEPs has already taken place, and we continue to work on the second reading.
🔹 In December, official negotiations on Ukraine's accession to the EU will begin. We are grateful to everyone who contributed to this process. Now it is the task of the Cabinet of Ministers of Ukraine and Olha Stefanishyna, the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine.

It was a very important visit to Washington, with very significant results.
I met with President Biden and his team. There is a new defense package: air defense, artillery, shells, engineering equipment.
There is also a long-term agreement – we will work together for Ukraine to produce the necessary weapons together with the United States.
This is a new level of our unity! Co-production in the defense industry with the United States is a historic thing. A new industrial base, new jobs for both our nations. In particular, Ukraine will be able to produce air defense systems. We are preparing to create a new defense ecosystem together with the United States to produce weapons to further reinforce freedom and the protection of life together.
This will yield global positive results. Thank you, Mr. President Biden!
I thank the Congress – both parties, both houses. Today, I started my day in the American capital with the Congress – with very frank, detailed conversations. I felt trust – trust that is always the basis of unity. There were clear, straightforward questions from members of the House of Representatives and senators. There were straightforward answers.
There were meetings today at the Pentagon as well – important conversations about defense support.
We keep working to strengthen Ukraine. Thank you to everyone who helps us! Glory to all our warriors!

The Atlantic Council Global Citizen Awards honors outstanding people who make a contribution to making the world a better place.
According to the Presidential Office of Ukraine, the highest award of the Atlantic Council was presented to the Head of State in May this year in Kyiv. The official award ceremony took place in New York.
💬 To be honest, this is not my award. I dedicate this award to all Ukrainians in uniform. I dedicate this award to all our children who were killed by russian terrorists. We will never forget this. I dedicate this award to all the fathers and mothers who raised such brave Ukrainian soldiers, as well as to all the teachers and doctors who did not leave Ukraine when the full-scale war began, Volodymyr Zelenskyy said at the award ceremony.

Mine clearance of agricultural land: 200 thousand hectares surveyed, — informs the Agrarian Committee:
According to the Ministry of Economy, governmental and non-governmental operators have surveyed more than 200 thousand hectares of agricultural land identified for priority demining since the beginning of the year.
More than 120 thousand hectares of surveyed and demined land are already being used by agricultural producers. Returning the land to economic use, restoring economic life in the liberated territories is the main goal of the plan for priority demining of agricultural land.
In the past week alone, pyrotechnics inspected about 4.5 thousand hectares of agricultural land. Of these, more than 3.7 thousand hectares in Kherson region, more than 430 hectares in Mykolaiv region, and more than 280 hectares in Kharkiv region.
The action plan for land demining is designed for four years and provides for the return of more than 470 thousand hectares of the most valuable agricultural land to economic use.
The Parliament adopted the draft law No. 9610 on certain issues of realization of rights and freedoms of persons belonging to national minorities (communities) of Ukraine.
There were 318 votes in favor.
Among the objectives of the draft law:
🟢 to consolidate the updated definition of the term "national minorities (communities)";
🟢 creation by the state of the necessary conditions for the effective participation of persons belonging to national minorities in social and economic life, as well as in the management of public affairs;
🟢 provide state guarantees for free provision of textbooks and manuals to students of complete general secondary education and pedagogical teachers belonging to national minorities;
🟢 ensure the possibility of using minority languages in various fields.

🇺🇦 Despite russia's war against Ukraine, the state continues to provide support for the development of agrarian entrepreneurship.
Since the beginning of the year, almost 11 thousand Ukrainian agricultural enterprises have received UAH 54.6 billion in bank loans for the development of their farms. Of these, 8.5 thousand enterprises were financed for UAH 32.3 billion under the state program "Affordable Loans 5-7-9".
The largest amount of loans under various programs was received by farmers in the following regions:
🔹 Kyiv region — UAH 10.2 billion was allocated to 802 enterprises;
🔹 Vinnytsia region — UAH 5.1 billion for 1,231 enterprises;
🔹 Dnipropetrovs'k region — UAH 4.85 billion for 733 enterprises.
Under the "Affordable Loans 5-7-9" program, enterprises in the following regions were primarily financed:
🔹 Kirovohrad region — UAH 3.7 billion was allocated to 1,208 farms;
🔹 Vinnytsia region — UAH 3.4 billion for 963 farms;
🔹 Odesa region — UAH 3.24 billion for 789 farms.
Ukraine is counting on the US, EU and IMF to cover the next year's budget deficit, says Lesia Zaburanna, the member of the Budget Committee.
🔹 Next year, the state budget deficit is expected to be slightly higher than this year, reaching almost $43 billion. The main donors to cover the deficit were the US, the IMF and the EU. Negotiations are underway with them to continue their support.
💬 We hope that about 14 billion will be provided by the US, we count on cooperation with the IMF, and we also believe in further cooperation with the European Union, which this year provided us with 18 billion to cover the deficit. This money is primarily used to cover protected items of expenditure — social payments.
🔹 It is important to strike a balance: to eliminate all opportunities for misuse of funds on the ground, but not to take away the ability of communities to effectively care for the military and IDPs where necessary, the MP also commented on the newly adopted law No. 10037.
It was a productive week. Very productive. We have many good defense and other decisions.
Defense packages. From the United States – including artillery, necessary shells, HIMARS munitions, air defense missiles, additional air defense systems, tactical vehicles and some other types of weapons that will prove themselves on the battlefield. From Canada, we have a decision on long-term defense support worth half a billion U.S. dollars. In particular, these are medevac vehicles, which are very much needed at the front. We have agreed on their production and supply.
There is a historic decision by the United States to jointly produce weapons and defense systems. In particular, air defense. This is something that was an absolute fantasy until recently. But it will become a reality. We will make it a reality. Everyone who works for the state.
Separately, I would like to thank the Government of Canada for its readiness to allocate funding for the Holodomor Genocide Museum, for the completion of this museum. It is symbolic that Canada will be the one to support Ukraine in preserving its historical memory.

🇪🇺 The Verkhovna Rada of Ukraine adopted the European integration draft law No. 9610 on amendments to the Law of Ukraine "On National Minorities (Communities) of Ukraine".
🔹The act is aimed at implementing one of the seven recommendations of the European Commission.
🔹 The goal is to improve the legislative regulation of the rights and freedoms of representatives of national minorities (communities) in accordance with the recommendations set out in the opinion of the Venice Commission of June 12, 2023.

I took part in the dialogue "Civil Service Remuneration Reform in Ukraine. An opportunity for victory, reconstruction, and European integration".
Ukraine has many ambitious plans and we will achieve them, in particular, thanks to a capable civil service, which will be facilitated by the introduction of unified approaches to remuneration of civil servants based on the classification of positions.
To this end, the Verkhovna Rada of Ukraine has taken the appropriate step by adopting draft law No. 8222 in the first reading. The government proposed in the version of the budget for 2024 not to wait for its adoption and to start the remuneration reform from January 1, 2024. This way, we are getting closer to transparency, efficient and motivated civil service.
Communication should take place within civil servants so that they clearly understand what the reform involves and how it works.

Together with the Caritas Foundation and its head, Viacheslav Hrynevych, we managed to send a group of children from Kherson region to the Carpathians for a vacation. These are children with special needs, including Down syndrome and autism.
I am very grateful to the incredible Kherson activist and volunteer Oleksandra Kniga for taking care of these children.
The war has changed the lives of millions of Ukrainian children forever. Their childhoods are full of anxiety, stress, and relocations. Many children need psychological rehabilitation, especially those from the de-occupied territories, cities and towns that have suffered the greatest destruction.
It is even more difficult for children who need inclusion, special attention and care, and their parents and guardians. And we must not forget about these children, but try to do something good and bright for them.

❗️ The main difference between the draft State Budget-2024 is not only maximum funding for the security and defense sector, but also the creation of conditions for the revival of the domestic defense industry, says Yaroslav Rushchyshyn, the Secretary of the Economic Development Committee.
The total resource for national security and defense in 2024 is UAH 1 trillion 784 billion (approximately 23% of GDP), which is UAH 212 billion more than in 2023.
In particular:
🔹 UAH 1 trillion 72 billion for military personnel salaries;
🔹 UAH 540 billion for the creation and purchase of weapons and military equipment;
🔹 almost UAH 56 billion for the development of the defense industry, which is 7 times more than this year.
In 2024, UAH 30.8 billion is provided for business support.
💬 We must realize that the economy is financing the war. Therefore, we must do our best to support entrepreneurship in Ukraine.

⚖️ Parliament has resolved an important issue of restoring the disciplinary function of the High Council of Justice and consideration of disciplinary complaints against judges' violations, — the Chairman of the Committee on Legal Policy Denys Maslov:
🔹 Currently, the High Council of Justice has accumulated more than 11,000 complaints that require immediate consideration.
🔹 The Parliament has adopted a set of draft laws that restore the disciplinary function and create the Service of Disciplinary Inspectors, who will be selected through an open competition.
🔹 This reform is aimed at ensuring the integrity of judges and increasing trust in the judiciary.

The Verkhovna Rada of Ukraine adopted as a basis the draft law on politically exposed persons (No. 9269-d).
🔹 The purpose of the act is to bring the terminology used in the Law of Ukraine "On Prevention and Counteraction to Legalization (Laundering) of Proceeds of Crime, Terrorist Financing and Financing of Proliferation of Weapons of Mass Destruction" (Law No. 361) in line with international standards on anti-money laundering and terrorist financing and to improve the provisions of the risk-based approach to business relations with politically exposed persons.
🔹 The introduction of the Unified State Register of National Public Figures is envisaged.
🔹 The adoption of the act is in line with Ukraine's commitments on the path to EU integration.

The most important results of the Parliament session!
🇺🇦 Actually the so-called laws on national minorities and the VLAP, the Parliament has done everything in its power to ensure that negotiations on Ukraine's accession to the EU are launched this year in November-December," the Vice-Speaker Olena Kondratiuk said.
The Parliament has adopted:
🔹️ an appeal to the international community, parliamentary assemblies to condemn the illegal elections held by russia in the temporarily occupied territories of Ukraine. The Verkhovna Rada also insists on recognizing as illegitimate all russian authorities formed as a result of these fake and illegal elections;
🇪🇺 adopted in general amendments to the important European integration law "On National Minorities (Communities) of Ukraine" (9610). They concern some issues of realization of rights and freedoms of persons belonging to national minorities and communities;
🇪🇺 another European integration draft law 9269-d concerns politically exposed persons.

On September 19, a russian drone in Zaporizhzhia region hit a car of a film crew of Swedish journalists from TV4, — the Committee for Freedom of Speech informs:
🔹 Fortunately, reporter Johan Fredriksson and photographer Daniel Zdolsek were not injured, but Ukrainian producer Oleksandr Pavlov and two Ukrainian police officers were injured. The car and filming equipment were completely destroyed.
🔹 The Committee strongly condemns another targeted war crime by the aggressor state against media representatives.
🔹 We wish a speedy recovery to all those injured in this incident!

📢 The Verkhovna Rada of Ukraine appeals to international organizations regarding illegal elections in the temporarily occupied territories of Ukraine, — Chairman of the Foreign Policy Committee Oleksandr Merezhko:
🔹The Parliament of Ukraine calls on international organizations and partners not to recognize the illegal elections organized by the russian federation in the occupied territories. These elections violate international law and require accountability.
💬 This is a violation of the Constitution of Ukraine, a violation of the UN Charter and, in fact, a real international crime.
🔹The appeal calls for increased sanctions pressure on the aggressor state and not to recognize the authorities created by them and the results of these elections, which have no legal weight.
