🇮🇸🇺🇦 During a meeting with the Speaker of the Icelandic Parliament Birgir Ármannsson, I thanked for the financial and defense support of Ukraine and readiness to continue it in the form of financial contributions to relevant funds.
We discussed the Peace Formula of the President of Ukraine Volodymyr Zelenskyy. I expressed confidence that Iceland would take an active part in the implementation of certain points.
We also touched upon the issue of Ukraine's Euro-Atlantic integration.
I thanked Iceland for supporting our path to NATO. During next year's Washington Summit, we expect to receive an invitation to join the Alliance and a clear understanding of the timeline for membership.
We also discussed the topic of interparliamentary cooperation.

Members of the Environmental Policy Committee took part in the panel discussion "Environmental and Legal Doctrine of Ukraine: Towards Security, Recovery and the EU Green Agenda".
🔹 Together with scientists, professional international and domestic experts, they discussed the formation of a new environmental and legal doctrine in the context of post-war recovery of Ukraine, which is the foundation for sustainable development, restoration of ecological balance and environmental safety.
🔹 During the panel discussion, it was proposed to discuss a number of topical issues, namely:
✔️ ensuring environmental safety in the face of modern challenges and threats;
✔️ the role of green energy in ensuring Ukraine's energy security;
✔️ crimes against the environment and ecocide;
✔️ compensation for environmental and climate damage caused by the full-scale invasion of russia;
✔️ post-war green recovery;
✔️ environmental transformation of Ukraine on the way to the EU.

82 years ago, Nazi troops committed a terrible crime by launching a mass shooting of civilians. It was a terrible deliberate crime, the deliberate extermination of people on a national basis.
All these years, the world has remembered this terrible page in history with the understanding that evil will never be revived again.
Unfortunately, today we are witnessing russian terrorists resorting to mass shootings, mass torture and mass graves.
Today, we honor the memory of thousands of innocent victims and call on the international community to be united. United in the fight against evil and consolidated in bringing to justice all those responsible for the crimes committed.

There are results on the IAEA platform: Ukraine has become a member of the Board of Governors of this organization – the International Atomic Energy Agency. And this not only underscores our international security role but also provides real opportunities for Ukraine to influence the adoption of decisions that are binding for all IAEA members and the entire international community.
We will do everything to implement the first point of our Peace Formula – nuclear and radiation security. And to ensure the complete liberation of our Zaporizhzhia nuclear power plant from the Russian occupiers and to secure Ukraine and all of Europe from Russian radiation blackmail.

The turbulence between Ukraine and Poland is temporary — our countries and peoples will remain good neighbors and reliable partners.

🇮🇹🇺🇦 I met with the President of the Senate of the Italian Republic Ignazio La Russa and invited my colleague to visit Ukraine.
Ukraine is grateful to Italy for its continued support of our country since the first days of russian aggression, especially for the military and technical assistance packages provided.
I also thanked Italy for training our military. I hope that these programs will continue.
We discussed the issue of further defense support, as acceleration of our victory is possible only if Ukraine receives continuous and timely supply of weapons.

What do we mean by victory?
Victory is the full and unconditional restoration of Ukraine's territorial integrity, sovereignty and independence.
This is the peace that will come afterwards.
It is accountability for those responsible.
Ultimately, victory is the creation of a reliable system to prevent future wars.
This philosophy is the basis of the Ukrainian Peace Formula.
The Formula proposed by the President of Ukraine Volodymyr Zelenskyy.
A Forrmula that has already received the support of the democratic world.
For justice and rules, there are no small or large, rich or poor countries.
We are all equal in our right to live, develop, and choose our own path.
This is what our Formula is about.
I emphasized this in my speech at the European Conference of Presidents of Parliament.

The State Power Committee held a roundtable discussion "On the way to the European Union: harmonization of the electoral legislation of Ukraine with the EU law".
The subject of the discussion was the study of the International Foundation for Electoral Systems in Ukraine "EU Election Law and Ukraine's Obligations".
The study:
🔸 collected and described in detail the various elements of the European Union's legal framework for elections and political parties;
🔸 analyzes the experience of EU member states in various areas of the relevant topics.
This study aims to assist Ukraine in the process of harmonizing its electoral legislation with EU legislation, both in the context of elections to the Europarliament and in the procedure for local elections in EU member states.
The event provided an opportunity for participants to exchange views on possible areas of modification of Ukrainian legislation that will need to be implemented when Ukraine becomes an EU member.

I met with NATO PA President Joëlle Garriaud-Maylam.
Of course, the focus was on Ukraine's Euro-Atlantic future.
I hope that the Parliamentary Assembly will continue to demonstrate a steady political position to help the Allies form a consensus on inviting Ukraine to join the Alliance.
During the conversation, I asked to urge Allied governments to contribute to the NATO Trust Fund as part of a comprehensive assistance package.
The priority areas include ensuring the transition to Western weapons systems and humanitarian demining.

I joined the presentation of the Expert Analysis of the draft Roadmap for Good Democratic Governance in Ukraine in terms of elections, developed as a result of the High-Level Dialogue "Good Democratic Governance in Ukraine: Achievements, Challenges and the Way Forward in the Post-War Period".
As a result of the discussions, the Dialogue participants reached a mutual agreement on the following actions to improve the legal framework for multi-level governance and elections in the context of European standards.
This is an urgent topic, and we understand that the public debate on elections has provided us with a huge potential for discussing post-war elections.
We have a number of urgent issues: the implementation of the electoral infrastructure, the restoration of the quality of the Registry, the possibility of voting for citizens in the temporarily occupied territories or abroad.

This conference brings together the heads of parliaments of 46 Council of Europe member states, the presidents of inter-parliamentary assemblies and parliaments of partner countries.

Undoubtedly, the main goal of the working visit is to consolidate support for Ukraine in the face of russia's full-scale war against Ukraine.

🇮🇪🇺🇦 I met with the Speaker of the Dáil Éireann, Seán Ó Fearghaíl.
I thanked my colleague for his personal efforts to ensure comprehensive support of our country by the Irish Government, Parliament and society.
We paid attention to food security issues. I informed about the daily shelling of Ukrainian ports. Today, Ukraine is working on using its own humanitarian corridor. At the same time, we must work to restore the grain initiative without fulfilling additional conditions set by the kremlin.
In this regard, I hope that the Dáil of Ireland will continue to provide political support to these initiatives.
We also discussed the issue of Ukraine's European integration, and I count on Ireland's support for our path to the 🇪🇺.
Inter-parliamentary cooperation is also in the focus of our attention.

12 thousand Ukrainian farmers received fertilizers for the autumn sowing season from the USAID AGRO program, — informs the Agrarian Committee:
🔹 As part of the AGRI-Ukraine initiative, AGRI-Ukraine and its partners have launched the NPK Fertilizers from USAID AGRO program for the fall sowing season.
🔹 The total cost of the fertilizers supplied is $5 million. These funds were provided by the Ministry of Foreign Affairs of the Republic of Korea. A total of 12 thousand tons of fertilizers will be supplied to Ukrainian agricultural producers.
🔹 Before the war, Ukraine covered 75% of its domestic nitrogen fertilizer needs. However, production has now declined due to logistical problems, disruption of production chains and rising raw material costs. This has limited the access of micro, small and medium-sized farmers to fertilizers.

🇲🇩🇺🇦 During the meeting with the Speaker of the Parliament of the Republic of Moldova Igor Grosu, a number of issues were discussed.

I emphasized that Ukraine is actively moving towards the completion of the implementation of the recommendations of the European Commission. We expect the final positive recommendation of the European Commission in October.
We also discussed the implementation of the Peace Formula of the President of Ukraine Volodymyr Zelenskyy. I appreciate Moldova's support for the initiative. I hope for active participation in the implementation of specific points of the initiative.

‼️ russia manipulates international law in the UN court, — the Deputy Chairman of the Committee on Foreign Policy and Interparliamentary Cooperation Arseniy Pushkarenko:
🔹 The international community stands with Ukraine against russia in the UN Court. 32 EU countries together with Ukraine filed a lawsuit against russia for unjustified aggression.
🔹 In the International Court of Justice, russia is trying to manipulate Article 51 of Chapter VII of the UN Charter regarding self-defense, the so-called L/DNR and the alleged prevention of "genocide" in Donbas.
🔹 Back on March 16, 2022, after the beginning of russia's large-scale aggression against Ukraine, the International Court of Justice had already ruled to stop the war, but russia did not comply with this decision.

🇺🇦🇱🇹 On September 25-27, the group of interparliamentary relations of the Verkhovna Rada of Ukraine with the Republic of Lithuania worked in Vilnius.
During the visit, the delegation met with the Speaker of the Seimas of Lithuania Victoria Čmilytė-Nielsen, the President of Lithuania Gitanas Nausėda and the First Lady of Lithuania Dalia Nausėdene, the Prime Minister Ingrid Šimonite, the members of the Seimas parliamentary group on interparliamentary relations with Ukraine, and members of the Committees on National Security and Defense and on Foreign Affairs.
Ukrainian parliamentarians discussed Lithuania's support for Ukraine in the fight against the russian aggressor, which has not stopped since the beginning of the full-scale invasion, including political, military and energy support.
The issue of Ukraine's effective path to EU membership, our aspirations for NATO membership, as well as bilateral parliamentary cooperation in various formats were raised.

💬 We have an incredible experience of using various weapons systems in real combat conditions, and our partners are interested in this.
🔹 Additional interest and interaction with our Western partners will give us an explosive growth of the military-industrial complex.
💬 A year and a half ago, we could not even dream of joint production of air defense systems with the United States. This is a significant step.
🔹 Despite the war, we are increasing the production of ammunition and working on missile programs. We have great potential and we are realizing it.

An important meeting with the President of the Parliamentary Assembly of the Council of Europe, Tiny Kox.
I expressed my gratitude to the Parliamentary Assembly for its support of Ukraine's independence, sovereignty and territorial integrity and for the relevant decisions adopted within the Assembly.
I also thanked the Assembly for its leadership and all the resolutions adopted in support of Ukraine.
It is important that last year PACE called on the Council of Europe member states to recognize the current russian regime as a terrorist one and supported the establishment of a special international tribunal to investigate the crime of aggression against Ukraine earlier this year.
Therefore, further support by the Assembly of our initiatives to establish an international special tribunal to punish the crime of aggression against Ukraine is necessary.

Losses of the agricultural sector reach more than $40 billion, — the Chairman of the Agrarian Policy Committee Oleksandr Haidu:
🔹 During the full-scale invasion, the agricultural sector suffered direct losses of $8.7 billion. These include losses of agricultural machinery, livestock, perennial crops, etc.
🔹 The Chairman of the Agrarian Committee noted that there is another significant problem — the destruction of agricultural logistics and infrastructure.
💬 Unfortunately, the amount of the listed losses is not complete, there are also indirect losses. They are approximately $31.5 billion. It is very difficult to calculate the exact losses now, because we have a large area of potentially mined and temporarily occupied territories, said Oleksandr Gaidu.
🔹 Therefore, he proposed to develop a mechanism of grain reparations in order to be able to record the damage caused and receive compensation for it in the future. However, farmers still need support now.

The Energy Committee's working group reviewed the results of the study of the British energy efficiency policy:
🔹 The Energy Committee held a meeting of the working group on the topic: "UK Energy Efficiency Policy and Lessons for Ukraine".
The results of an additional study of the post-legislative review of the Energy Efficiency Law were presented and discussed.
🔹 The report of the Westminster Foundation for Democracy experts on the development of energy efficiency policy in the UK included recommendations for Ukraine to further develop its own policy. They focused on the energy efficiency of buildings, in particular, residential and public buildings.
🔹 As a result of the working group meeting, its participants emphasized the need to implement the Law "On Energy Efficiency" at all levels, especially with regard to the involvement of local governments in the development of local energy plans.

I met with President of the OSCE Parliamentary Assembly Pia Kauma. I congratulated her on behalf of the Ukrainian Parliament on her election to the post.
I emphasized that Ukraine appreciates the OSCE PA's political support for Ukraine in the context of russia's full-scale war of aggression against our country.
We discussed a number of issues.
First of all, I emphasized the importance of implementing changes to the Assembly's Rules of Procedure. The Assembly should have the right to temporarily suspend the powers of a parliamentary delegation of a state that violates the sovereignty and territorial integrity of another state.
It is important that the Special Committee focuses on issues such as supporting international efforts to bring back to Ukraine as soon as possible the Ukrainian children forcibly displaced and deported by russia, and promoting the establishment of a special international tribunal for the crime of aggression.

I began my visit to Ireland with a meeting with the Speaker of the Knesset of the State of Israel, Amir Ohana.
🇮🇱🇺🇦 A very frank and substantive conversation.
We talked about the crimes that russia commits on a daily basis in Ukraine, the global consequences of russian aggression and the value of supporting Ukraine.
I noted that today the struggle for what the world will look like in the next 100 years continues. The whole world will be looking at the winner.
There is a terrible battle going on between dictatorship and democracy. It is very important that democracy wins. This will be a testament to the fact that democracy is strong.
Attention was also paid to the Peace Formula of President of Ukraine Volodymyr Zelenskyy. I called on the Israeli Parliament to join the implementation of this initiative.
I thanked the Israeli side for providing humanitarian assistance to Ukraine and its intention to continue doing so in the future.

I held several preparatory meetings today. This month we are planning powerful measures to reinforce the state, and we are already working on the agenda of October and November. Ukraine will be stronger. Ukraine will have more capabilities to defend itself.
No matter what happens in the world, no matter what the external conditions are, we must remember that it is only our conditions, our internal attitude to Ukraine, to freedom, to our goals, that will determine when we will achieve our goal. The main goal – Ukraine's victory.
For Ukraine, strength has no alternatives. And everyone who strengthens the state, everyone who becomes stronger, everyone who helps fight the enemy and achieve results for Ukraine – all of them bring our goal closer.

Tourism Day is celebrated annually on September 27 in Ukraine and around the world, — the Humanitarian Policy Committee:
The Committee is finalizing a new comprehensive law on tourism for the second reading. The draft law, in particular, provides for:
🔹creation of a Unified Tourism Register;
🔹 improving mechanisms for protecting the interests of travelers;
🔹 modernization of terminology and introduction of targeted tourism funds.
The Committee continues to work in this direction, because even in times of war, Ukrainians continue to discover the country, explore it, and enjoy its beauty and strength. Tourism is also about the economy, recreation, international image, culture, and dialog.
On the occasion of the holiday, the Committee congratulates all tourism workers who continue to develop tourism in the difficult conditions in which the country lives.
