Today, near the city of Chasiv Yar in Donetsk region, Russian terrorists attacked a volunteer vehicle. A direct hit from an anti-tank missile system. As of this time, we know for sure that Anthony Ignat of Canada was killed. Unfortunately, Emma Igual of Spain is also likely to have been killed. My condolences to their families. Two other volunteers were taken to Dnipro hospitals - German citizen Mawick Ruben and Swedish citizen Johan Mathias - and they are being provided with the necessary assistance. This Russian shelling once again confirms how close the war against Ukraine is to everyone in the world who truly values human life and who believes it is the common moral duty of humanity to stop terror and defeat evil.

🇺🇦🇯🇵In the framework of his working visit to Japan, the Secretary General of the Verkhovna Rada of Ukraine Viacheslav Shtuchnyi met with representatives of the Japan International Cooperation Agency “JICA”.
The Japanese side was represented by the Senior Vice President Naoki Ando, Director General of the Middle East and Europe Department Hideki Matsunaga and Deputy Head of the Office for Support of Ukraine Danjiro Okada.

The result of the G7 Parliamentary Summit is a declaration adopted by the speakers of the G7 countries and the European Parliament:
🔹 Once again condemned in the strongest terms russia's war of aggression against Ukraine.
🔹 Emphasized the importance of investigating the crimes committed and punishing the perpetrators.
🔹Called on russia to immediately, fully and unconditionally withdraw its forces and military equipment from all internationally recognized territory of Ukraine.
🔹Expressed unwavering solidarity with the Ukrainian people and supported their governments' initiatives to strengthen far-reaching sanctions against russia and belarus.
🔹Condemned russia's withdrawal from the Black Sea Grain Initiative and called on it to rejoin and ensure the export of Ukrainian grain from Black Sea ports.

⏺Ukraine has managed to bring home 9 Ukrainian children!
The stories of these children are impressive. I have repeatedly emphasized that each return is like a special operation. After all, the fates of the children are different, but each of them had to go through trials.
☝🏻For example, two children were on that side for a long time, and now we have finally managed to return them to their parents. We also managed to bring back a guy who was accused by the russians of blowing up a bridge, held in prison for a month and interrogated. He went through all the circles of hell, including filtration. But now he is with his mother, in Ukraine.
Of course, for security reasons, we cannot disclose many details of the return, but we can share our emotions of joy.

And here the position of France is especially important as a country that will host the competition and is a member of the EU's Schengen area, the parliamentarian emphasized.
In the framework of cooperation with the European Parliament's Committee on Regional Development (REGI), members of the Committee on Public Administration took part in a meeting of the REGI Committee.
The participants of the meeting exchanged views on further cooperation between the committees in the areas of regional development, territorial cohesion, administrative capacity building, adaptation of Ukrainian legislation to the provisions of the European Union, strengthening of local democratic structures and decentralization.
The MPs thanked REGI for the direct dialogue and expressed their interest in receiving assistance in bringing Ukrainian legislation in line with the provisions of EU law in the areas within the Committee's competence.

Investigations by the International Court of Justice, a Special Tribunal on the crime of aggression against Ukraine, the International Center for the Prosecution of the crime of aggression in The Hague, the Register of Damage Caused by aggression, and the Compensation Fund are the main tools for restoring justice.
I thank the Group of Seven countries for their leadership in helping to develop these mechanisms.

My main message to you, your parliaments and nations is that it is time to make decisive, responsible and life-changing decisions.
It is not the time to hesitate or procrastinate.
Indecisiveness is perceived by the enemy as weakness, and it feeds his impudence, arrogance, and cruelty.
Ukraine, which is currently executing a counteroffensive, needs F-16 fighter aircraft, Ukraine needs fast and high-quality pilot training, air defense systems such as Patriot; Ukraine needs long-range and high-precision weapons, missiles and shells, modern tanks and armored vehicles more than ever.

The Chairman of the Foreign Policy Committee Oleksandr Merezhko met with the Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to Ukraine Seymur Mardaliyev.

It is impossible to give an exact number, but we can trace the trends of important votes in international arenas, resolutions adopted by the parliaments of other countries. And we can see that those who had previously abstained or taken a neutral position have begun to show support for Ukraine. This was discussed with the participants at the discussion panel.
These are all the results of diplomatic work led by the President of Ukraine. In particular, we have begun to actively work with the countries of the Global South — since February 24, 2022, I alone have had 62 bilateral meetings with representatives of these countries.

For many years, in our country, two professional communities have been celebrating their day simultaneously on the second Saturday of September – the Day of Physical Culture and Sports and the Day of Ukrainian Cinema. And there are too many such coincidences in our calendar. The Day of the Lawyer and the Day of the Artist. The Day of the Builder and the Day of Veterinary Medicine Workers. There are coincidences of professional days and days of remembrance. For example, next year, in May, the Day of Remembrance for the Victims of the Genocide of the Crimean Tatar People coincides with the Day of Science.
Obviously, there are many unacceptable confusions in meaning. Some professional communities celebrate their day according to Soviet templates. Some incredibly important days of remembrance and days of Ukrainian achievements are not reflected in our official calendar at all. Some professional communities, whose work deserves both respect and attention, do not yet have their professional day – for example, the community of Ukrainian historians. In fact, I have instructed the government of Ukraine, relevant public institutions to review this entire system of state attention and update it fairly and logically.
And today I thank everyone who brings sports victories to Ukraine, who trains our athletes, who teaches children the correct sports strength and now – this is extremely important – adds Ukrainian sports infrastructure, relevant experience of our sports, experience of physical culture to the new system of rehabilitation, to the system recovery of Ukrainian men and women after injuries.
And today, on the Day of Ukrainian Cinema, I thank all the employees of our film industry for every combination of emotions that our people, adults and children, are now feeling while watching Ukrainian movies, Ukrainian TV series, and Ukrainian documentaries. A nation with its own strong and emotional cinema will also have its own confident destiny in this world, its own dreams and its own vision of life.

On the sidelines of the Summit of Speakers of the Parliaments of the Group of Seven countries, I met with the President of the European Parliament Roberta Metsola.
I once again thanked the President and the European Parliament for their unwavering support of Ukraine.
It is very important that the EP remains the institution that consolidates the European society and authorities around the idea of a common victory over the aggressor and the unwavering support for Ukraine in this struggle.
A number of issues were discussed, including:

Harvest-2023: Ukraine harvested 33.7 million tons of grains and oilseeds, — informs the Agrarian Committee
🔹According to the Ministry of Agrarian Policy, as of the first week of September, 29 million 309 thousand tons of grain crops were harvested, the harvested area is 6,697 thousand hectares, and the yield is 43.8 c/ha.
🔹Agricultural producers in Odesa region have already harvested more than 3 mln tonnes of grain, Vinnytsia, Dnipro and Kirovohrad regions — more than 2 mln tonnes of grain. The highest yield of grain and legumes is in Khmelnytskyi region — 64.1 c/ha.
🔹 Farmers in 18 regions have finished harvesting rapeseed.
For russia, energy is a tool of its aggressive foreign policy, a means of blackmail and a geopolitical weapon.
By attacking civilian targets and destroying critical infrastructure, the russian regime has been and continues to be primarily aimed at destroying Ukraine's energy sector.
As a result of missile and drone attacks, almost half of Ukraine's entire energy system has been damaged.
During the G7 Parliamentary Summit, at the session "Energy Security and International Cooperation," I emphasized two important things.
❗️ The time has come to impose sanctions against the nuclear sector of the russian federation. First of all, against rosatom and its subsidiaries.

🤝 We thank the U.S. leadership and the American people for their steadfast support and important military assistance that will strengthen the counteroffensive and better protect Ukrainian skies and civilians. The consistently strong leadership of the United States helps to bring the victory of the Ukrainian Defense Forces on the battlefield against russian aggression closer.

The government is preparing two budgets: for 2024 and amendments for 2023, as we have to allocate more funds for the defense forces this year.
In particular, there are discussions about a new approach to the use of military personal income tax.
What is the current situation and what may change?
Most of the military personal income tax now goes to communities. The Ministry of Finance proposes to keep these funds in the state budget and redistribute them to the needs of the Defense Forces and the Ministry of Strategic Industries and Digital Transformation.
At the same time, communities will keep their personal income tax from the social sphere, business and ordinary workers. The balance is being sought, and it is clear that there are situations where a community has only military personal income tax. I think all this will be recorded and a solution will be provided.

Ukraine will launch a geographic information system for regional development by the end of 2023, — the Chairman of the Committee on the Organization of State Power Olena Shuliak
🔹As a candidate for the EU membership, Ukraine must fully synchronize its regional policy with EU principles and instruments, as well as strengthen institutional capacity at the national, regional and local levels.
🔹This was stated by Olena Shuliak on September 7 at the first joint meeting of the European Parliament's Committee on Regional Development (REGI).
💬 Synchronization opens up new opportunities for Ukraine to use EU financial instruments and funds for candidate countries. This can significantly accelerate the recovery process of our country. We are improving the DREAM system, a unified digital reconstruction management system, and will launch the Geographic Information System for Regional Development by the end of 2023, the Committee Chairperson said.
