The Verkhovna Rada of Ukraine has made an important decision today.
MPs supported the draft law No. 9269-d as a basis.
It concerns amendments to the Law "On Prevention and Counteraction to Legalization (Laundering) of Proceeds of Crime, Terrorist Financing and Financing of Proliferation of Weapons of Mass Destruction" regarding politically exposed persons.
The objectives of the draft law include:
🔵 Bringing the terminology used in the Law in line with international standards on anti-money laundering and terrorist financing.
🔵 Improving the provisions of the risk-based approach to business relations with politically exposed persons during inspections by primary and state financial monitoring entities.
The amendments also provide for liability for the primary financial monitoring entity for improper application of the risk-based approach.
In addition, the relevant draft law is one of the conditions for opening the negotiation process for joining the EU.

❌ For the confiscation of russian assets, impeccable legal mechanisms are needed, and our partners are currently working on them, — the MP Kira Rudyk.
💬 Currently, about $500 billion of russian assets have been confiscated around the world, and this money is lying around and not being used because states are still very slow in working out the confiscation processes, the MP emphasized.
The situation in the European Union is more complicated, because there is a need not only to find an effective confiscation mechanism, but also to ensure that this method satisfies all members of the association.
💬 The EU says it wants to confiscate russian assets, but it is looking for mechanisms that will satisfy all participants. Therefore, European countries are now working on their own mechanisms at the national level. Estonia is in the lead here, and we expect that at the end of the year, the Estonian parliament will decide on the legal method of confiscating russian assets.

MPs have taken into account the President's proposals in the draft law on the restoration of electronic declaration. This means that during martial law, the NACP provides open access to the Unified State Register of Declarations.
Exceptions are made for members of the Armed Forces of Ukraine and other military formations.
The number of votes in favor was 341.
This is the right decision and I thank my colleagues for voting for it today.
Special thanks to the society that responds and becomes the driving force behind any decisions. The petition gained the necessary signatures instantly. The request for transparency has been supported today.
It should always be this way — open, transparent and honest. And not only in terms of declaration.

Public administration reform is primarily about people. And this is a very serious issue and a challenge at the same time. We understand that in the context of a full-scale invasion, when the country is fighting, resilience and institutional capacity are one of the factors of victory and growth. We must continue this reform, taking into account the new circumstances.
I emphasized this during the XV Richelieu Public Service Forum 2023 "Institutional sustainability of the public service in conditions of war".
As one of the consistent supporters of the remuneration reform, I welcome the revolutionary step of the Cabinet of Ministers of Ukraine to propose to implement a new system in the budget for 2024. In the long term, this will provide a very serious basis for the formation of high-quality public governance in Ukraine, not only in the civil service, but also in local governments.

🇺🇦 Ukraine's second medal at the World Wrestling Championships in Belgrade, Serbia!
Yulia Tkach won silver in the 59 kg weight category. In the semifinals, the 33-year-old Ukrainian defeated German Elena Brugger 2-0, and in the gold medal match she lost to Chinese Zhang Qi 1-4.
Yulia Tkach, 2014 world champion in the 63 kg weight category, became the vice-champion of Europe in the 59 kg weight category this spring and today repeated her silver success at the world championship! As a reminder, freestyle wrestler Vasyl Mykhailov (up to 79 kg) won a bronze medal at the World Championships in Belgrade.
👏🏼 Congratulations to our world vice-champion and the coaching staff of the Ukrainian national team! We continue to cheer for Ukrainian wrestlers in Belgrade. The World Championships will last until September 24.

🇺🇦🇪🇸 The Chair of the Committee for Ukraine's Integration into the EU Ivanna Klympush-Tsintsadze met with President of the Spanish Senate Pedro Rolland and President of the Spanish Congress of Deputies Francesca Armengol Sócias, who took office after early elections in Spain in the summer.
Ivanna Klympush-Tsintsadze received assurances from both leaders that they will continue to support Ukraine and work politically to ensure that Ukraine remains high on the agenda after the Spanish presidency of the European Council.
💬 I hope that in the near future, after the government is formed and all committees and commissions in both chambers of the Spanish Parliament are formed, our colleagues will be able to consider resolutions in support of Ukraine. Electronic declaration and open access.
We all see a great public demand for the government to be as open to people as possible, even in times of war.
And I personally favor open declarations, with the exception of the Armed Forces of Ukraine and their family members.
The President of Ukraine has made proposals to restore public access to the declarations of all subjects, except for the declarations of the military personnel of the Armed Forces of Ukraine and other military formations, as well as the declarants who are in the territories where active hostilities are taking place or in the temporarily occupied territories.
Therefore, we plan to consider the President's proposals at our next meeting. I believe that MPs will support them.

Had a videoconference call with the President of the National People's Assembly of Guinea-Bissau, Domingos Simões Pereira, and congratulated him on his election.
First of all, we discussed issues of interparliamentary cooperation. I emphasized the importance of establishing an interparliamentary friendship group. This is a key element of effective cooperation between the two legislative institutions.
I also invited my colleague to take part in the Second Parliamentary Summit of the International Crimean Platform.
The conversation focused on the consequences of russian aggression, in particular, the aggressor's deliberate destruction of civilian and port infrastructure. This causes interruptions in the supply of grain from Ukraine, particularly to the African continent. Obviously, russia's actions pose global threats to food security.
I emphasized that Ukraine has launched new initiatives to help ensure food security in countries in need.

🇺🇦🇪🇺 The Energy Committees of the Verkhovna Rada of Ukraine and the European Parliament discussed cooperation in supporting and developing the Ukrainian energy sector.
On September 18, a joint meeting of the Energy Committee of the Verkhovna Rada of Ukraine and the Committee on Industry, Research and Energy of the European Parliament took place.
💬 Our cooperation should be based on enhancing energy security, competitiveness and stability, which is necessary to promote economic growth and make progress towards Ukraine's integration into the European energy market, — said Andriy Gerus, the Chairman of the Energy Committee.
The interlocutors paid special attention to the issues of the upcoming autumn-winter period.
The members of the Ukrainian Committee also called on their European colleagues to support a mutual guarantee of electricity origin between the EU and Ukraine and a complete embargo on russian gas.

🔹The participants focused on discussing the security situation in Ukraine and Europe, providing military assistance to Ukraine, including in improving information and cybersecurity, modalities for establishing an international tribunal for the crime of aggression, European and Euro-Atlantic integration, as well as the need to support Ukraine on the eve of the NATO Washington Summit and the approaching membership of our country in the European Union and NATO.

The Verkhovna Rada of Ukraine adopted a number of decisions, including:
📌 10054 — appealed to international organizations, parliamentary assemblies, governments and parliaments of foreign countries to condemn the illegal elections held by the russian federation in the temporarily occupied territories of Donetsk, Luhansk, Zaporizhzhia and Kherson regions of Ukraine, the Autonomous Republic of Crimea and the city of Sevastopol and to recognize as illegitimate all authorities of the russian federation whose members were "elected" during the illegal elections.

The Verkhovna Rada of Ukraine adopted a number of important decisions:
📌10000 — heard the presentation of the draft Law on the State Budget of Ukraine for 2024. I would like to note that this is the budget of a country at war, which has one clear priority — defense. Funds for security and defense amount to UAH 1.69 trillion (21% of GDP).
IN GENERAL:
🟢 9534 — approved the Proposals of the President of Ukraine to the Law on Amendments to Certain Laws of Ukraine on Determining the Procedure for Submitting Declarations of Persons Authorized to Perform the Functions of the State or Local Self-Government under Martial Law. Public access to declarations of all subjects will be open, except for declarations of the Armed Forces, members of their families, declarants who are in the territories where active hostilities are taking place or in the temporarily occupied territories, are prisoners of war or are undergoing treatment after being injured.

Ukrainians mercilessly criticize this organization for its complete helplessness and inaction. And I like how the world is changing under the influence of Ukraine.
How to reform the UN?
1. Expel russia from the UN Security Council as a country that arbitrarily and unjustifiably obtained a seat on the Council as the successor to the USSR without going through the necessary procedures for re-joining the organization.
2. Provide in the Charter for the automatic expulsion from the Security Council or even from the entire organization of a country that has committed an act of military aggression against another country.
3. Expand the number of permanent members of the Security Council.
4. Get rid of the veto as such, instead developing an alternative decision-making mechanism.
5. Develop a mechanism for including a country that is subject to military aggression in the Security Council for the period of war.

On September 14-15, in the framework of the North Macedonian Chairmanship in the OSCE, the OSCE Economic and Environmental Dimension Forum was held in Prague, attended by Deputy Head of the Permanent Delegation, Deputy Chairperson of the OSCE PA General Committee on Economic Affairs, Science, Technology and Environment, MP Artur Gerasimov.
During the debate, Artur Herasymov emphasized the unacceptability of the neutral position of states on the issue of russia's armed aggression against Ukraine and the importance of continuing to assist our country, strengthening sanctions policy against the aggressor state and preventing critical imports to russia, the importance of uniting the efforts of the international community for Ukraine's victory as a guarantee of stable peace in Europe.
Artur Herasymov also informed the Forum participants that russia's full-scale armed invasion of Ukraine has caused inflation in the countries of the region, threatens global food security and the region's ecology.

🇺🇦🇱🇻 Meeting with Latvian friends always adds inspiration!
Today I had a delegation of Latvian entrepreneurs who are actively involved in helping Ukraine and the Ambassador of Latvia to Ukraine, Ilgvars Kļava.
👍 We are sincerely grateful to Latvia as a state for the unprecedented military assistance to the Armed Forces of Ukraine in the amount of more than 370 million euros. According to the Kiel Institute for the World Economy, as of August 2023, Latvia has transferred more than 1% of its GDP in military aid. This is the second highest figure among all international partners.
In addition, the Government of Latvia has provided almost 19 million euros in financial and humanitarian assistance to Ukraine. This includes ambulances, medical equipment and medicines, patrol cars, buses and generators, and personal protective equipment for the Armed Forces of Ukraine.
The unity and support of Latvian society for Ukrainians is impressive!

‼️ "Throw out" russia and expand the UN Security Council, — the member of the Finance Committee Alyona Shkrum:
🔹 The UN Security Council has not yet been reformed. russia is there absolutely illegally and vetoes decisions that, according to the UN Charter, it has no right to comment on or veto at all.
🔹 Only Ukraine's victory will make it possible to reform this organization, or it will simply die as an organization, like the League of Nations during World War II.
🔹 It is 100% necessary to expand the Security Council to those continents that are not currently represented in the permanent membership: Latin America, Africa and India.

russia doesn’t want peace. russia wants Ukraine's surrender. And this is not the kind of peace or ceasefire that Ukraine can agree to, — The Chair of the Committee for Ukraine's Integration into the EU spoke at the COSAC meeting in Madrid.
COSAC is the Conference of the Committees on European Affairs of the European Union Member States and on European Integration of the Partner and Candidate Countries.
Ivanna Klympush-Tsintsadze called on the European colleagues not to get used to war.
According to the Head of the Committee, Ukraine needs help in three key areas: to win the war, to rebuild the country and to implement transformations in order to achieve not only its strategic goal, but also the dream of the whole nation — to become a member of the EU and NATO.
💬 This is possible if we join our efforts, if we continue to remain united. And I hope that you share my approach and understand that you are helping Ukraine not out of charity or pity, but because you believe in the things we are fighting for.
❗️Hearings on Ukraine's claim against russia for genocide of the Ukrainian people started in the International Court of Justice — Law Enforcement Committee informs:
The claim is that the russian federation committed a crime of aggression against a sovereign state, allegedly motivated by saving the russian-speaking population from genocide.
Thus, our country faces an important task to prove the fact of russia's false allegation that Ukraine committed genocide, which the aggressor country used as a basis for conducting military operations on the territory of Ukraine.
At the same time, the Verkhovna Rada of Ukraine adopted a number of laws, the main one being the Law Enforcement Committee, to ensure the quality and legitimate collection of evidence to confirm this fact.

🎞 The documentary “20 Days in Mariupol” will represent Ukraine at the Oscars in the Best International Feature Film category, — The Committee on Humanitarian and Information Policy:
“20 Days in Mariupol is the directorial debut of Ukrainian journalist and photographer Mstyslav Chernov. Together with him, photographer Yevhen Malolietka and producer Vasylisa Stepanenko worked on the film.
The film shows the beginning of the full-scale invasion, the bombing of the maternity hospital and the rescue of the author and his colleagues from the Associated Press from the city surrounded by russian troops.

🇺🇦 We have recently helped two more children return from the temporarily occupied territories!
These are two brothers — 13-year-old Kyrylo and 4-year-old Serhiy. Their mother personally appealed to the Ombudsman's Office with a request to help bring the children to the government-controlled territory of Ukraine.
The children also visited the Child Protection Center. While at the Center, Kirill drew the flag of Ukraine on the blackboard and said that he loves his country very much. Such patriotism of young citizens is admirable!
I would like to add that we work in two directions when returning children:
🔹 the first is the direct return of the child to Ukraine, taking into account all the risks and developing specific steps;
🔹 the second is psychological, legal and humanitarian assistance to the returned child and his or her family.
We continue to work to ensure that every Ukrainian child is safe!
