I expressed my sincere gratitude for his personal resolute and consistent position in support of Ukraine and its people in the fight against the aggressor country, the russian federation.
Ukraine expects that the mandate of the Council of Europe Commissioner will help protect the rights of Ukrainians affected by russian aggression.
An extremely important issue for us is the return of illegally deported children to Ukraine.
Unfortunately, the aggressor does not stop and continues to commit war crimes, continues to illegally take Ukrainian children to its territory, to the territory of belarus or to the territories of Ukraine temporarily occupied by russia.

❗️ PACE voted in favour of a resolution calling for the use of russian assets to rebuild Ukraine
Today, the PACE hosted a "Ukrainian Day", during which parliamentarians considered an important resolution to support the reconstruction of Ukraine. In addition to the Ukrainian parliamentary delegation, the Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk took part in the meeting and delivered a powerful speech to the parliamentarians.
PACE supported the above Resolution with 134 votes.
In the Resolution, the Assembly calls, in particular, for the establishment of an international compensation mechanism under the auspices of the Council of Europe to compensate individuals and legal entities, including the Ukrainian state, for the damage caused by the aggression of the russian federation; active cooperation of states in the speedy transfer of existing assets of the russian federation to the established compensation mechanism, in particular, for the reconstruction of Ukraine, etc.
Today, the PACE adopted an important resolution on "Support for the reconstruction of Ukraine".
In particular, the Assembly:
📌 called for the establishment of an international compensation mechanism under the auspices of the Council of Europe;
📌 called on Council of Europe member states and non-member states holding russian state assets to actively cooperate in the prompt transfer of these assets to the established international compensation mechanism;
📌 called for the creation of an international trust fund, where all russian state assets held by Council of Europe member and non-member states will be deposited;
📌 called for the establishment of an impartial and effective international commission to review claims.
The Council of Europe should now play a significant role in supporting Ukraine's recovery efforts by recommending the seizure of russian state assets for this purpose.

The time of "deep concern and strong condemnation" has passed.
The time of reflection and doubt is over — to provide or not to provide Ukraine with weapons.
To provide tanks and aircraft or not?
The time for loophole sanctions has long since passed, because it is impossible to win a war that you yourself finance.
But the time has come for frank and truthful assessments.
It is time for quick decisions and action.
It is time for responsible leadership.
It's time to make a choice in favour of resolute united resistance to russian terror.
❗️ I emphasised this in my speech at the PACE meeting today.
Of course, the Council of Europe and its Parliamentary Assembly have no mandate to address military or economic issues.
But speaking to the politicians representing the parliaments of 46 countries across the European continent, I called on them to put all their efforts into supporting our common struggle.

I begin my working visit to France with a meeting with the President of the Parliamentary Assembly of the Council of Europe, Theodoros Rousopoulos.
I thanked the Parliamentary Assembly for its support of Ukraine's independence, sovereignty and territorial integrity and the relevant decisions taken within PACE.
We discussed a number of issues. First of all, the security situation in Ukraine. Ukraine needs weapons — and I called for assistance in strengthening our defence capabilities.
The focus is on the Register of Damages for Ukraine as the first step towards the creation of a comprehensive International Compensation Mechanism.
The opening of the satellite office of the Register of Damages in Kyiv is very important in this regard. The next steps are important, including the establishment of a Compensation Commission to review claims and a Compensation Fund.

The entire world witnessed allied action in the skies above Israel and neighboring countries. It demonstrated how truly effective unity in defending against terror can be when it is based on sufficient political will. Israel, the United States, the United Kingdom, France, and Jordan acted together and with maximum efficiency. Together, they prevented terror from prevailing. And they are working together, and in coordination with others, to prevent further escalation.
Israel is not a NATO member, so no action, such as triggering Article 5, was required. And no one was dragged into the war. They simply contributed to the protection of human life.
"Shaheds" in the skies above Ukraine sound identical to those over the Middle East. The impact of ballistic missiles, if they are not intercepted, is the same everywhere. European skies could have received the same level of protection long ago if Ukraine had received similar full support from its partners in intercepting drones and missiles. Terror must be defeated completely and everywhere, not more in some places and less in others.
I thank everyone in the world, every leader and state, who truly assists us with air defense and missiles necessary to protect our skies, as well as training our pilots on F-16s. All of this already works and will continue to work to save lives. However, we can now see how unity can work truly hundred percent, and how almost a hundred percent of “Shaheds” and missiles can be intercepted. We will discuss it with our partners.

The selection process for the Invictus Games 2025 has started in Ukraine. Military personnel and veterans who have been injured or traumatised in the line of duty can take part. The selected candidates will represent our country at the competition in Canada.
In early May, a camp in adaptive sports will be held in Kyiv, where registered candidates will be able to try their hand and make a decision on participation in national competitions,
🌾Ukrainian agrarians have already sown more than one million hectares of spring grains and legumes, — the Agrarian Committee.
One million 260 thousand hectares of grain and legumes have already been sown on the territory controlled by Ukraine. Of which, in particular:
- wheat - 173.9 thousand hectares;
- barley - 683.4 thousand hectares;
- peas - 147.7 thousand hectares;
- oats - 117 thou hectares.
Over the past week, the country's agrarians sowed 408.6 thou hectares of grains and pulses. The largest areas under wheat are in Kyiv region — 23 thou hectares of wheat, 39.3 thou hectares of barley, 4.7 thou hectares of peas and 3.6 thou hectares of oats; in Ternopil region — 18.9 thou hectares of wheat, 63.6 thou hectares of barley, 3.6 thou hectares of peas and 5.1 thou hectares of oats; in Khmelnytskyi region — 14.8 thou hectares of wheat, 59.1 thou hectares of barley, 2.6 thou hectares of peas and 2.5 thou hectares of oats, etc.

Russia uses every day, week and month to inflict significant damage. Unfortunately, assistance to Ukraine is still limited, and the Russian state still has access to critical components needed to produce missiles and drones.
Each missile targeting Ukraine contains at least dozens of components – electronics, chips – supplied by companies from other countries and imported through the territory of Russia's neighbors. The "Shahed" drones also contain components produced in the free world. All of this must and can be stopped: the connivance at terror, the ability of terrorists to seek accomplices around the world, and all forms of Russian terror itself.
Modern aviation proves its effectiveness, modern air defense systems are capable of protecting lives – this was demonstrated in the Middle East when aviation and air defense shot down Iranian missiles and "Shahed" drones aimed at Israel.
The whole world sees what real defense is. It sees that it is feasible.
We work every day without a single break to increase our potential in the world – in our relations with partners. We work to get more real help. To achieve true equality in the defense against terror, when the same, truly equal rules apply to us here in Ukraine, in Europe, and in other parts of the world, when we face the same manifestations of terror, the same missile and drone attacks.
In the last two days we have heard all kinds of things. About different conflicts – here in Europe and in the Middle East – different levels of threats, different airspace. Although the "Shahed" drones and ballistics are the same… Different threats of escalation. But are human lives different, are people's values different? No, they are not. We value every life equally. We must do so. We must protect them from terror on the same level. Ukraine will request a meeting of the Ukraine – NATO Council to discuss the protection of the skies, the supply of anti-aircraft warfare, relevant systems and missiles.
I thank everyone who helps! I thank each and every one of you who defends our country, our people and the common justice that is equal for all nations! And may the memory of all Ukrainians who gave their lives for Ukraine be eternal and bright!

💵 The resolution calls for the establishment of an international compensation mechanism and a corresponding fund under the leadership of the Council of Europe.
The PACE also called on the Council of Europe member states and other countries to hand over all frozen russian assets to the mechanism.
The day before, the International Register of Damages was launched under the auspices of the Council of Europe. The next step is to create an effective mechanism for paying compensation for claims that will be submitted to the register.

🔥The flame of the 2024 Olympic Games was lit on the archaeological site in Ancient Olympia, — the Youth and Sports Committee.
The flame was lit on the altar of the ancient Greek temple of Hera. This was followed by a performance by a group of priestesses who also performed an ancient rite.
The first torchbearer was Athens 2004 Olympic swimming champion Laura Manadou.
The Olympic torch relay will pass through Greece and the symbol of the Games will arrive in Athens by 26 April. In the capital of the country, it will be handed over to the French delegation. The next day, the flame will travel to Marseille on the three-masted ship Belem. 100 years after the last Olympic Games were held in the French capital, the country will welcome the Olympic flame for the third time on 8 May in Marseille. The flame will visit more than 400 French cities before arriving in Paris.

🖼️ The Speaker of the Parliament of Ukraine Ruslan Stefanchuk, together with the President of PACE, the Secretary General of the Council of Europe and Ukrainian delegates, took part in the opening of the exhibition of Mariia Pryimachenko's works in the Parliamentary Assembly of the Council of Europe — "Mariia's Dreams: A Journey through Ukrainian Identity".
Ten iconic works by the artist are on display. The exhibition will run in PACE from 15 to 17 April.
For every Ukrainian, Mariia Pryimachenko's work is a memory of the peaceful life of our Ukraine, of the peace that has always been a characteristic feature of every Ukrainian and of the peace that will certainly come, —
"Maria's Dreams" is an exhibition about the power of love, about being sincere and humane, about resilience and strength, which are the core of the Ukrainian national identity.
❗️ The meeting of the Youth and Sports Committee considered the issue: "On the implementation of the Law of Ukraine "On Physical Culture and Sports" in terms of ensuring the participation and preparation of national sports teams for the XVIII Paralympic Games".
MPs of Ukraine were informed that the preparations are going according to plan and funding is being provided in full.
At the XVII Summer Paralympic Games 2024 in Paris, 549 sets of awards will be played out, for which 4,400 athletes with disabilities will compete.
The Ukrainian Paralympic team is scheduled to participate in 17 of the 22 sports represented at the Games.
Currently, Ukrainians have obtained 94 licences for the Paralympics, and another 40 licences are being considered as potentially possible in the coming months.
The final stage of preparation for the XVII Summer Paralympic Games in 2024 has also begun, with the organisation and conduct of 50 training camps, including 15 abroad.

❗️ The President of Ukraine Volodymyr Zelenskyi has signed the Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine on Certain Issues of Military Service, Mobilisation and Military Registration", No. 3633-IX.
The law was adopted on 11 April 2024 by 283 votes of the people's deputies of Ukraine in the wording of the relevant Committee on National Security, Defence and Intelligence.
The Act, in particular, improves the procedures for mobilisation, military registration of conscripts, persons liable for military service and reservists, social protection of servicemen, as well as certain issues of military service to improve the quality of recruitment of personnel when manning combat units to repel armed aggression against Ukraine.
To this end, the Law amended a number of codes and laws of Ukraine.
On 15 April, the Law was signed by the Speaker of the Verkhovna Rada of Ukraine Ruslan Stefanchuk.

🇫🇷🇺🇦 I met with the Secretary General of the Council of Europe, Marija Pejčinović Burić.
First of all, I stressed that the opening of the satellite office of the Register of Damage in Kyiv has strengthened our joint efforts to document and overcome the consequences of aggression. This is an important step towards ensuring justice and accountability. The official launch of submitting applications to the Register of Damage was equally important.
During the meeting, we discussed further steps to create a comprehensive compensation mechanism. In particular, we discussed the establishment of a Compensation Commission to review applications and a Compensation Fund. I stressed that the fund of the mechanism should be replenished from the frozen sovereign assets of the russian federation.
I expressed my gratitude to the Council of Europe for its active participation in the work of the coalition to establish a special tribunal.

❗️ The Chairman of the Committee on Foreign Policy and Interparliamentary Cooperation, Oleksandr Merezhko, took part in the Forum of Wartime Diplomacy.
The main issues discussed included the fundamental principles and priority directions of Ukraine's modern foreign policy, as well as an analysis of achievements in this area.
The participants of the Forum discussed the development of relations with individual regions and states, in particular Latin America and the Caribbean, public, parliamentary and cultural diplomacy, various aspects of countering the armed aggression of the russian federation by political and diplomatic means and the implementation of the President Zelenskyi's Peace Formula.
As part of the discussion "Challenges and Responses of Wartime Diplomacy", Oleksandr Merezhko informed about the work of the Committee, the Parliament's permanent delegations to international parliamentary organisations and parliamentary friendship groups on interparliamentary relations with foreign countries.
