🕯Today is the tenth anniversary of the downing of Malaysia Airlines flight MH17 by the russians. All passengers and crew, 298 people in total, were killed.
This catastrophe has demonstrated to the world the true threat posed by russia and its aggression to the entire world.
On behalf of the EU, the High Representative of the European Union for Foreign Affairs and Security Policy, Josep Borrell, issued a statement on the 10th anniversary of the downing of Malaysian Airlines flight MH17 by russia.
“We have been equally consistent in condemning such acts of violence threatening the safety of civil aviation, which are grave violations of international peace and security.
Today’s verdict is an important first step on the path of truth and accountability,” the statement said.
Finally, the EU called on russia to accept its responsibility for the tragedy and to cooperate fully with the ongoing investigations.

Today, the Verkhovna Rada of Ukraine has adopted a number of decisions, including:
IN GENERAL:
🟢 11258 — amended the Tax Code of Ukraine to exempt from VAT the importation of goods for the production and/or repair of mechanised demining machines;
🟢 11259 — amended the Customs Code of Ukraine regarding the exemption from import duty on goods for the production and/or repair of mechanised demining machines;
🟢 11355 — adopted the Law on Integrated Industrial Pollution Prevention and Control;
🟢 4201 — adopted the Law of Ukraine on the Calculation of Time in Ukraine;
🟢 11257 — amended the Law of Ukraine "On the Armed Forces of Ukraine" regarding the redeployment of military units during martial law;
🟢 9490 — amended the Law of Ukraine "On National Security of Ukraine" regarding the strategic framework for integrated border management.

I joined the public discussion "Strengthening the role of the Parliament in the budget process".
On behalf of the leadership of the Verkhovna Rada of Ukraine, I welcome such events. Of course, a lot of work needs to be done to strengthen the financial control functions of the Parliament, including modernisation. This is also emphasised by our partners. At the same time, the issue of developing approaches and expanding the tools of the Accounting Chamber is outlined in the Ukraine Facility and in the requirements of our donors.
Transparency of the use of public funds is one of the basic conditions for the financial control system in the country. A number of relevant bodies and policies are being developed.
There is control from the Government and strong control from the public. The Verkhovna Rada of Ukraine, as the body that approves and shapes the budget and policy, should have one of the leading functions in controlling the budget process.

The words about a "bridge" to Ukraine's membership in NATO in the final declaration of the Washington Summit are evidence that our country is ready to be de facto integrated into NATO without waiting for the end of the war.
The "bridge" is, first of all, sustainable financing of our assistance, the 40 billion agreed upon by the allies, which protects us from possible future political upheavals. It is also the creation of a mission in Germany that will coordinate all assistance to Ukraine, and thus it will be transformed from the Ramstein format into mandatory assistance to Ukraine in arming and training our military,
🕯️russian occupants took the life of Ukrainian cyclist Andrii Kutsenko
Andrii was born on 28 December 1989 in Zhovkva, Lviv region. While studying at school, he became interested in cycling, to which he devoted a significant part of his life.
During his sports career, Andrii has repeatedly become a champion of Ukraine, winner and medallist of international tournaments.
After graduating from university, Andrii served under contract at the summer sports training base of the Ministry of Defence of Ukraine. He saw the beginning of the full-scale invasion in Italy, where he was living at the time. When he heard about the attack, he returned home and voluntarily joined the Armed Forces of Ukraine.
For more than two years, he fought in the hottest spots of the frontline, serving in the 47th Separate Mechanised Brigade "Magura".
Unfortunately, on 3 July 2024, at the age of 34, Andrii Kutsenko was killed in action.

Despite russia's shameful and absurd presidency of the UN Security Council, the mood in the General Assembly is quite different.
🇺🇳 99 UN member states voted in favour of the resolution "Safety and security of nuclear facilities in Ukraine, including Zaporizhzhia NPP".
🇺🇦 This actually supported point No. 1 of the Ukrainian Peace Formula "Radiation and Nuclear Safety".
The UN General Assembly, in particular:
✔ Calls for an immediate end to the attacks by the russian federation on Ukraine's critical energy infrastructure, which increase the risk of a nuclear accident or incident at all nuclear facilities in Ukraine.
✔ Demands that the russian federation immediately withdraw its military and other unauthorised personnel from the Zaporizhzhia nuclear power plant and immediately return the plant to the full control of the sovereign and competent authorities of Ukraine to ensure its safety and security.

‼️ The latest massive missile attack by russia has pushed NATO to respond more decisively to russia's war crimes — Olena Khomenko, the member of the National Security, Defence and Intelligence Committee
russia's missile attacks on Ukrainian cities on 8 July set the tone for the NATO summit. That is why the transfer of air defence systems and F-16 fighter jets to Ukraine was a priority issue at the anniversary meeting of the North Atlantic Alliance.

🏛️ Work on systematic improvement of legislation on the protection of cultural heritage continues — the Committee on Humanitarian and Information Policy
The Committee Chairman Mykyta Poturaiev and Deputy Chairman Yevheniia Kravchuk met with representatives of UNESCO, the Ministry of Culture and Information Policy of Ukraine, the Institute of Legislative Ideas and the RES-POL project.
The meeting focused on the analysis and synchronisation of Ukrainian legislation in the field of cultural heritage protection.
Mykyta Poturaiev noted that UNESCO helps to attract the best experts to improve Ukrainian legislation.
In her turn, Yevheniia Kravchuk stressed the importance of highlighting the topic of culture as an independent segment that needs help in recovering from the russian aggression.
The Head of the UNESCO Office in Ukraine, Chiara Dezzi Bardeschi, stressed that the cultural sphere was integrated into the country's recovery programme for the first time on such a large scale.
🇪🇺🇺🇦 Draft law No. 9490 brings the system of state border protection of Ukraine closer to European standards, — the member of the Verkhovna Rada Committee on National Security, Defence and Intelligence Fedir Venislavskyi
Once this law comes into force, it will also provide for the development of a separate strategy for integrated state border management.
📌The issue of protection and defence of the state border is Article 17 of the Constitution of Ukraine, which is one of the fundamental defining provisions of the basic law of Ukraine.

I signed two documents today. The first is a decree on honoring our warriors with state awards. 266 surnames. Warriors from various units of the Ukrainian Defense Forces. They all fully deserve our respect.
And the second document – I have initiated a draft law that is capable of restoring justice when it comes to who we honor and who has lost the right to any respect from Ukrainians as a result of their own actions. This is a draft law on amendments to the Criminal Code of Ukraine, the Criminal Procedure Code of Ukraine and other legislative acts of Ukraine on revoking state awards for popularizing or propagandizing the aggressor state or committing other illegal actions against Ukraine.
This applies to those who have received state awards of Ukraine, including the title of Hero of Ukraine, the Order of Merit and others, but have chosen not to side with Ukraine, have chosen the enemy and are currently supporting Russia in one way or another, or even reside on its territory.
We need a legal mechanism to actually deprive such persons of all state awards of Ukraine and honorary titles. The only "title" they deserve is that of traitors. And their "reward" will be accountability to Ukraine and our people for everything they have done against Ukraine, against our state, against our independence. I ask the Verkhovna Rada to consider this draft law in the near future.

The NATO Summit in Washington: results for Ukraine.
As a result of the Summit, we have a number of important decisions to support our country. In particular:
📌 New air defence batteries and tactical systems;
📌F-16 aircraft;
📌million-dollar military assistance packages;
📌annual funds for military support.
We are grateful for every step taken 🤝🏻
This brings us closer to the justice and security that Ukrainians deserve. I hope that there will be more and more relevant decisions in the ASAP mode. After all, time is the life of our people.
These results are due to the powerful teamwork led by the President of Ukraine Volodymyr Zelenskyi and the constant activity of the Head of the Office of the President of Ukraine Andrii Yermak and the Office of the Vice Prime Minister for European and Euro-Atlantic Integration. 🇺🇦🤝🇮🇹 Intensive meetings in the Italian Chamber of Deputies with the leadership and members of the Foreign Affairs Committee and the Italian delegation to the NATO PA.
Italy supports Ukraine's accession to the EU and NATO. Now it is also important to talk about the common position of all EU and NATO countries to achieve a just peace for Ukraine and to transfer more air defence systems to strengthen the protection of Ukrainian skies.
We are grateful to Italy for its continued support and the decision to increase military assistance to Ukraine to $1.7 billion in 2025. We appreciate the role of Italy, as a G7 country, in the decision to use $50 billion of frozen russian assets for the needs of Ukraine.
🇪🇺 Our Italian colleagues congratulated Ukraine on the start of negotiations on accession to the EU and noted that this is a great result for our country.

📶 Another year of roaming without additional fees: EU and Ukrainian operators sign joint statement — the Digital Transformation Committee
In April 2022, Ukrainian and European operators signed a joint statement committing to mutually reduce their tariffs for connecting calls across borders.
An extension of this agreement for another year was signed by 22 European and 7 Ukrainian operators. The Ukrainian operators were: 3Mob, Data Group, Kyivstar, Lifecell, Ukrtelecom, Vega, and Vodafone Ukraine.
As a reminder, on 17 June, the President signed the Law on the Common Roaming Area with the EU, which ensures Ukraine's accession to the EU-Ukraine common roaming area and provides Ukrainians with roaming services in the EU countries in the "Roaming like at home" mode.
The Law is to be further evaluated by the European Commission, which will be the basis for negotiations on joining the Euro-Roaming.

🇺🇦🇵🇱 I am grateful to the Sejm of the Republic of Poland and Marshal Szymon Hołownia for adopting a resolution to commemorate the victims of the genocide committed against the Crimean Tatars.
The document refers to the terrible crime committed by the USSR authorities when the deportation of Crimean Tatars from the Crimean peninsula began on 18 May 1944. During three days, thousands of men, women and children were herded into cattle cars and deported. The deportation and its consequences were an act of genocide against the Crimean Tatar people.
In 2014, 70 years after this crime, the russian federation illegally annexed the Autonomous Republic of Crimea and the city of Sevastopol, which are part of Ukraine, and then began a systematic resettlement of Crimean Tatars living on the peninsula.
I thank my colleagues from the Sejm of Poland for the decisions aimed at restoring historical justice.

🇮🇹 An important security conference "Culture of Security: Italy's Contribution" is taking place in Rome, in which I am participating on behalf of Ukraine.
‼️ One of the key themes of the event is to consolidate the efforts of parliamentarians, military leaders, diplomats and arms manufacturers in Italy to respond to the russian invasion of Ukraine. The event will also address the security challenges for Italy, as an EU and NATO member state, and for the whole of Europe. As well as countering cyber threats and russian disinformation.
🇺🇦 Ukraine is very interested in cooperation with Italy's powerful and high-tech military-industrial complex.

The decisions to support Ukraine taken at the NATO Summit in Washington include not only the provision of additional air defence systems and F-16 aircraft, but also training for our military, long-term guarantees of assistance, etc. One of the most important issues in the negotiations is the permission to strike the territory of russia with long-range weapons.
We are now talking about the need to destroy russian aircraft carrying KABs. These planes are located close to the Ukrainian border, and we need permission to use the long-range weapons provided to us on the territory of the russian federation,

❗️ kremlin is demonstratively boasting about putin's meeting today with the president of the Inter-Parliamentary Union, speaker of the parliament of Tanzania, Tulia Ackson.
As the Speaker of the Parliament of Ukraine, I have a number of questions for the head of the oldest, largest and most authoritative inter-parliamentary association, who in her new position positions herself as a child advocate:
1) what child protection issues were resolved at the meeting with the international criminal accused of mass abduction of Ukrainian children and for whom the International Criminal Court has issued an arrest warrant;
2) did the meeting discuss the issue of bringing the international criminal putin to justice for the crime of killing Ukrainian children in the Kyiv hospital "Okhmatdyt" three days ago?
3) who authorised the IPU President to attend this meeting, and why are the resources of the Inter-Parliamentary Union shyly silent about it?
I believe that the inter-parliamentary community has the right to know the answers to these questions.
In addition, I intend to raise these and other questions in my official appeal to the IPU, from which I will demand explanations and assessments of such actions by its president.

A Memorandum of Cooperation was signed between the Secretariat of the Verkhovna Rada of Ukraine and the Institute for Danube Region and Central Europe (IDM)
The document was signed by the Secretary General of the Verkhovna Rada of Ukraine Viacheslav Shtuchnyi and the Director of the IDM Sebastian Schäffer.
The Institute and the structural units of the Secretariat will work on the creation of joint research, information, analytical and expert materials, organise training events and develop educational projects.
IDM is one of the leading research centres in Europe that actively studies the EU enlargement process and Ukraine's place in it. I am convinced that cooperation with the Institute will help us to perform better the tasks related to Ukraine's European and Euro-Atlantic integration, —
Italy is ready to play a leading role and mobilise its military and technical potential and resources to provide Ukraine with high-quality modern weapons.
I was assured of this by the Vice President of the Italian Chamber of Deputies, Giorgio Mulè. He also informed me that local companies Rheinmetall and Leonardo have signed a joint agreement on the production of weapons for Ukraine. I plan to visit one of them during my working trip to Italy.
I thanked the Italian Chamber of Deputies for their comprehensive support of Ukraine. The decisions to strengthen the protection of Ukrainian skies following the NATO Washington Summit and the transfer of the SAMP/T air defence system by Italy are critically important for us.
Ukraine and Italy have signed a security agreement. We have high hopes for investment and cooperation with the Italian defence industry, which is one of the most developed in the world.
