We highly appreciate Ghana's support for the sovereignty and territorial integrity of Ukraine. In particular, the support of key UN resolutions on full-scale russian aggression, as well as participation in the First Global Peace Summit in Switzerland.
Recognising the role and influence of the African continent, we are opening 10 new embassies in Africa. In addition to Ghana, Ukraine's new embassies are already operating in Botswana, Côte d'Ivoire, Mauritania, Mozambique, DRC and Rwanda. By the end of the year, we will open diplomatic missions in Tanzania and Cameroon.
I also called on Ghana to recognize the Holodomor of 1932-1933 as genocide, a decision that would be highly appreciated in Ukraine.
We are fighting for our lives and for the internationally recognised borders of any state, for the preservation of the rules-based world order.

⚖️ The Verkhovna Rada has adopted a draft law on the reform of the Accounting Chamber. This will contribute to more efficient use of public funds, —
Rescue operations are currently underway in Sumy following a strike by a Russian bomb. It hit a nursing home for the elderly. According to current information, there were nearly 300 people in the building – over 200 patients and 60 staff members. The evacuation of people is ongoing, and it is being checked whether anyone remains trapped under the rubble. There are reports of casualties, at least one person has died. My condolences. Russia could not have been unaware that this nursing home for the elderly is not a military base, not a military target.
In just this one day alone – so far – Russian forces have already used nearly 90 guided aerial bombs targeting our cities and Ukrainian positions. We will definitely respond to the Russian army for this terror. In a tangible manner.
🇺🇦🇺🇦🇺🇦 Today, the publication "Scientific and Practical Commentary on the Law of Ukraine “On Lawmaking" was presented.
It took a lot of time to draft the Law. There were many discussions among scholars, lawyers, and MPs, which resulted in the development of both the Law "On Lawmaking" and the scientific and practical commentary to it.
In my speech, I noted that the adopted Law is, without exaggeration, a "constitution" of lawmaking.
The next stage is its implementation.
The Law on Lawmaking comes into force one year after the date of termination or cancellation of martial law in Ukraine.
According to the Law, the National Academy of Sciences of Ukraine will play an important role in the implementation process.
There are many challenges ahead, and I urge my colleagues to work fruitfully and efficiently to implement the Law of Ukraine "On Lawmaking".

Nothing will stop decommunisation and decolonization in Ukraine. It is during the war against the newest russian imperialism that we must bring this matter to an end.
At the second attempt, the Verkhovna Rada voted in favour of the decision to change the names of 327 settlements. The relevant resolution 12043 was supported by 281 MPs. I also voted in favour and co-authored the resolution with my colleagues.
We do not lack our own self-sufficient names, prominent historical figures and national heroes to replace Pushkin, Pervomaisk, Gorky, Moskovsky, Suvorov, Kutuzovka, etc.
Kremlin narratives and propaganda have no place in the names of Ukrainian cities and towns. Because the current war is also a war for Ukrainian identity and historical truth, which russia is trying to destroy.

The Verkhovna Rada of Ukraine has adopted the Law on the State Agrarian Register (№ 11063d). This is a European integration project within the framework of the EU's Ukraine Facility programme.
The law, in particular, expands the range of users of the State Agrarian Register (SAR), transforming it into a register of producers (farmers' register). Currently, only agricultural producers can apply for financial support through this register. At the same time, against the backdrop of the full-scale invasion of Ukraine by the russian federation, other agricultural market players also need financial support.
As of August 2022, more than 115,000 users have already been registered with the State Agency for Agricultural Development.
Changes in legislation will improve the provision of state support, international technical assistance and grants to farmers.

🇺🇦🇪🇺 I welcome the strong support for Ukraine by the newly elected European Parliament in the resolution on the continuation of financial and military support for Ukraine by the EU Member States.
The European Parliament has a clear position on what Ukraine needs today to win: increased and accelerated supply of weapons and their use without any restrictions, additional financial support and its long-term planning, increased sanctions pressure on the russian aggressor and its accomplices, as well as support for the Ukrainian Peace Formula.
Together we will win and bring lasting and just peace to the European continent!

🇺🇳 Abolish the veto power for all countries in the UN Security Council, increase the number of permanent members and exclude russia from the Security Council.
This vision of urgent changes in the UN was shared by Finnish President Alexander Stubb in an interview with Reuters.
🚫 Any member of the Security Council that participates in an illegal war, like russia in Ukraine, should be expelled from the organisation, the President of Finland is convinced.
He also proposes to increase the number of permanent members of the UN Security Council from 5 to 10.
💡As you can see, the discussion on UN reform is ongoing. The ideas of the President of Finland largely echo what I have written about in a number of publications on this topic.
❓ But is the UN itself ready for such changes, when russia still regularly chairs the Security Council on a rotating basis? This is a very open question. One thing is clear: the UN will either change or follow the fate of the League of Nations.

Ukraine will use Austrian experience in environmental monitoring. As planned, a National Monitoring Agency will be set up without attracting budgetary funds.
This was discussed during a working meeting of the Ukrainian delegation with the leadership of the Austrian Federal Ministry for Climate, Environment, Energy, Mobility, Innovation and Technology.

On the sidelines of the forum, I also had a number of meetings, including with members of the European Parliament and its member states, the Bundestag, the Parliament of Canada, the Vice Speaker of the Saeima of Latvia Zanda Kalniņa-Lukaševica, and members of the US Congress, who were awarded Certificates of Honour by Ruslan Stefanchuk.
I addressed the colleagues of foreign parliaments with words of gratitude for their support and practical assistance in our struggle and called on them to continue it, to make the decisions necessary for a just victory, such as granting permission to use long-range missiles and real sanctions against russia.

The whole world admires the steadfastness and will of the Ukrainian people!

Since the beginning of the full-scale invasion, parliamentary and governmental delegations from 44 countries with developed democracies and those who have chosen the democratic path of development have paid support visits to the Ukrainian Parliament.

‼️ MEPs called for the immediate lifting of all restrictions on Ukraine's use of Western weapons against legitimate military targets in russia.
The European Parliament also appealed to EU member states:
☑️ Fulfil the commitment of March 2023 to supply one million rounds of ammunition to Ukraine.
☑️ Speed up the delivery of weapons, air defence systems and ammunition to Ukraine, including TAURUS missiles.
☑️ Commit to providing Ukraine with annual military support of at least 0.25% of its GDP.
☑️ Increase sanctions pressure on russia.

👏 President of the European Commission Ursula von der Leyen has announced the allocation of funds to support Ukraine's energy system this winter.
Our support for Ukraine's energy security since February 2022 has reached at least €2 billion. Today we are allocating another €160 million for this winter. This includes around €100 million from the proceeds of frozen russian assets in the EU. russia must pay for the destruction it has caused, —
The EU and the International Energy Agency are working to switch on the lights on the eve of winter, —
The draft law I co-authored, № 11057 on transparent construction, including procurement, was adopted as a whole with 267 votes in favour.
First of all, I would like to thank my colleagues for their work on it and support in the session hall of the Verkhovna Rada of Ukraine.
We ensure maximum transparency of information on the use of public funds for the procurement of maintenance, overhaul and construction services.
Absolutely all customers of construction tenders will have to publish prices for material resources and the contract with the construction contractor in the Prozorro system, just as it was before.
In addition, it is important for our partners in the context of reconstruction to see transparent and efficient use of funds for the restoration of Ukraine.

☝️ On 19 September 2024, the Verkhovna Rada of Ukraine adopted the draft law on the reform of the Accounting Chamber (10044-d) as a basis.
The adoption of the document is one of the conditions for the United States to provide direct budgetary assistance ($500 million after the first reading and another $1 billion after the second).
Roksolana Pidlasa, the Chairperson of the Budget Committee, outlined the key novelties of the draft law:
🔹 Introduction of a competition with the predominant right to vote of international experts to select new members of the Accounting Chamber;
🔹 Expanding the powers of the Accounting Chamber to audit local budgets, state-owned enterprises and extra-budgetary funds;
🔹 Establish clear parliamentary procedures requiring Verkhovna Rada committees to review Accounting Chamber reports and monitor the implementation of its recommendations;
The Accounting Chamber must follow INTOSAI rules and use its professional documents system;

🕯The sports family of Ukraine has lost another Hero.
On 13 August 2024, Ihor Severenchuk, 31 years old, died in the battle for independence near the village of Pogrebky in the Kursk region.
Ihor was a pupil of the Karpaty Sports School and played for the reserve team of FC Hoverla. He was born in 1993 and graduated from Lviv Polytechnic.
With the beginning of the full-scale invasion in April 2022, Ihor voluntarily mobilised to the 95th separate air assault brigade. He took part in key battles for Dovhenke, Toretsk, Izium and Lyman. Despite being wounded, he always returned to the front.
Ihor was awarded many honors, including the Order for Courage, III class, and the Golden Cross. The hero was buried on 17 September at Lychakiv Cemetery in Lviv. He is survived by his wife, son, parents and brother.
May the defender of Ukraine rest in peace.

The Chairman of the Committee on Foreign Policy and Interparliamentary Cooperation Oleksandr Merezhko held an online meeting with the Chairman of the Joint Select Committee on Foreign Affairs of the Parliament of Trinidad and Tobago, Ms Paula Gopee-Scoon, and the Permanent Representative of T&T to the United Nations, Mr Dennis Francis.

Dams and bridges have been destroyed, and cities in the south of the country have been flooded. Evacuations are underway. Unfortunately, there have already been the first victims of the high water. A state of natural disaster has been declared in the regions affected by the floods.
Ukraine has decided to send SES units to Poland to help overcome the consequences of the floods. Our rescuers have considerable experience in this area.
We must help our neighbours in their time of need. Just as Poland, with an open heart, began to rescue Ukrainians in the first days of russia's full-scale invasion.
I wish friendly Poland resilience and a quick recovery from the floods. Ukraine is by your side and is always ready to help the Polish people.

Rescue operations are still underway in Kharkiv. A Russian aerial bomb hit a house. An ordinary multi-storey residential building. There was a fire, ceilings collapsed. It is known that people are trapped under the rubble. As of now, 35 people are reported injured, including three children. All emergency services, rescue teams, medics, and utility workers quickly arrived at the scene, and aid is being provided to all those affected.
In total, four aerial bombs were used in this strike on the Kharkiv region alone. One targeted Kharkiv, the house, and the other three targeted villages in the Kharkiv region. Today, Russian forces also hit our Sumy and Donetsk regions with such bombs. In total, there are no fewer than a hundred airstrikes of this kind every day. Just in the past 24 hours, 128 guided aerial bombs were used. The only way to counter this terror is with a systemic solution, and that solution is long-range capabilities – enabling us to destroy Russian military aircraft at their bases. This is an obvious, sensible decision. We have already explained to all our partners why Ukraine truly needs sufficient long-range capabilities.
And every such Russian strike, every instance of Russian terror, like today’s attacks on Kharkiv, on our Sumy and Donetsk regions, proves that long-range capabilities are necessary and the range must be sufficient. We are expecting corresponding decisions, especially from the United States, the United Kingdom, France, Germany, Italy – everyone whose resolve can help save lives.
🇺🇦🇺🇲 The US Congressmen saw the consequences of the russian terrorist attack on the Okhmatdyt Children's Hospital, — the Chairman of the Committee on National Health Mykhailo Radutskyi
The Head of the Committee held two meetings with a delegation of members of the US Congress: in the morning — on the sidelines of the Yalta European Strategy conference, and in the evening — at the Okhmatdyt hospital.
The Ukrainian delegation was headed by the Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk.
They discussed with the congressmen the urgent needs:
- supply of additional air defence systems;
- the possibility of creating a coalition of countries that would be ready to shoot down russian missiles and UAVs over the territory of Ukraine;
- the possibility of supplying additional F-16 aircraft.
In the evening, a meeting was held at Okhmatdyt. The terrorist attack on the children's hospital shocked the whole world. The guests were invited to see the large-scale destruction with their own eyes.
🇺🇦🇺🇸 I met with Mike Pompeo, the US Secretary of State for 2018-2021.
I thanked him for the Crimean Declaration of 2018, which became an important element of the policy of non-recognition of russia's annexation of the peninsula. This statement helped to launch the Crimea Platform.
I also stressed the importance of the United States' comprehensive assistance and thanked them for their leadership in supporting the Ukrainian people.
We had a frank conversation and raised a number of issues. First of all, the security situation, Ukraine's defence needs and solutions that will help our country win the war.
Considerable attention was paid to the implementation of the Ukrainian Peace Formula. We also discussed the importance of further implementation of reforms in Ukraine.
We also focused on the issues of sanctions pressure on russia and Ukraine's Euro-Atlantic integration.
