The report by the Head of the Foreign Intelligence Service, Oleh Ivashchenko. The key things – about the strengthening of the Service, and about our work on extremely sensitive information obtained by our Ukrainian intelligence officers.
Now, in all areas and at all levels, we are preparing maximum results for the state for this fall. All the necessary content for Ramstein – the military, the Office, diplomats – everything that our partners need from Ukraine to better understand the available opportunities – all this we will ensure.
On the other hand, we are also working on the intentions our enemy has. We are preparing to counter them in the way that will be most useful for the defense of Ukraine, for the protection of our people's lives.
🇺🇦🙏🇵🇱The Ukrainian people sincerely sympathise with Poland, which is suffering from the consequences of a large-scale flood. Our meeting in Warsaw with the Marshal of the Senate of Poland, Małgorzata Kidawa-Błonska, began with these words.
On behalf of the Verkhovna Rada, and as a citizen of Ukraine, I expressed my condolences to Ms Marshal and the Polish people over the loss of life and destruction caused by the natural disaster.
Ukraine is close by and is always ready to help. If necessary, one hundred Ukrainian rescuers equipped with all the necessary equipment are ready to go to Poland.
👏 We will never forget and will always be grateful to Poland for its military, financial and humanitarian assistance to Ukraine totalling €4.3 billion since the beginning of russia's full-scale invasion.
We are grateful to Poland for its continued support of Ukraine on its path to EU and NATO membership.
A political invitation to membership is very important for us.
The Deputy Speaker Olena Kondratiuk

Danish Prime Minister Mette Frederiksen has said that Ukraine's allies should allow to use their weapons to strike military targets in russia.
She said this in an interview with Bloomberg.
Danish Prime Minister denied any suggestion of an escalation of russia's war against Ukraine if permission is granted to use long-range weapons on russian territory.
According to her, "during this war, it was a mistake to hold a public discussion of red lines", as it "simply gives the russians a good a hand".
She hopes to see an end to the delays in the transfer of weapons to the Ukrainian Defence Forces.
The most important red line has already been crossed. And it happened when the russians invaded Ukraine... Therefore, I will not accept this premise and will never allow anyone from russia to decide what is right to do in NATO, Europe or Ukraine, —
🇺🇦 Ukraine is among the top 5 countries in the world in terms of digital public services.
These are the results of the Online Services Index, an international E-Government Development Index study developed by the UN and evaluating 193 countries.
This was announced by Olena Shulyak, the Chairperson of the State Power Committee.
Over the past six years, Ukraine has made a significant breakthrough, rising by 97 positions — from 102nd place in 2018.
The main task of digitalisation is to make state services for its citizens relevant to the times: fast, high-quality and without the influence of the human factor with its corruption consequences, —
❗️The European Parliament "calls on the EU and its Member States to work actively to maintain and achieve the widest possible international support for Ukraine and to find a peaceful solution to the war" — resolution.
🔹 Condemns the continuation of russia's aggressive war against Ukraine and the involvement of belarus in this war.
🔹 Demands the immediate withdrawal of all russian forces and military equipment from the internationally recognised territory of Ukraine.
🔹 It is noted that russia must compensate Ukraine for the damage caused to the people, land, nature and infrastructure.
🔹 It is emphasised that this war is a flagrant violation of the UN Charter and the basic principles of international law.
🔹 Calls on the EU to step up its efforts to address the horrific situation of those forcibly deported to russia and children forcibly adopted in russia.

The legendary writer Stephen King recently turned 77 years old.
Despite his venerable age, he has been actively helping Ukraine since the beginning of russia's full-scale invasion. Especially informationally, on his personal page on the X network, which has more than 7 million subscribers.
Stephen King has repeatedly publicly called on russia to withdraw its troops from Ukraine. He publishes posts in solidarity with Ukrainians and has even refused to cooperate with russian publishing houses.
Thank you for your support! We wish the "King of Horror" many years of life and creative inspiration!
The Deputy Speaker Olena Kondratiuk
Today, once again, it is worth praising our warriors for their precision – precision on the enemy's territory. This is a fundamental turning point – our ability to bring the war back home – to Russia.
Another arsenal in Russia has been damaged, and it was a significant arsenal for the occupier. All our warriors of the Defense and Security Forces of Ukraine who were involved – thank you! The Armed Forces of Ukraine, the Security Service of Ukraine, and everyone who was involved – great job!
There is also a good job done by the SSU on another arsenal of Russian troops. These were depots of Russian tactical missiles and guided aerial bombs – all the things that Russia uses to terrorize our cities, our positions. And I want to emphasize that we are doing this thanks to our capabilities, our weapons – without the means that can be provided by our partners and that can significantly accelerate the end of this war by destroying Russia's offensive potential.
🇪🇺🇺🇦 The European Union benefits from a strong Ukraine, —
We are actively preparing for negotiations in the US – this includes President Biden, representatives of both parties in Congress, and we expect to meet with both presidential candidates of the United States. In Ukraine, we will always be grateful to the USA for supporting our independence – for all the assistance provided to help Ukraine withstand this war. And now we are going to present a very concrete Plan on how Ukraine can not only endure this war, not only maintain the level of resistance as it is now, but also grow stronger at this very moment – grow stronger in a way that will really bring us closer to a just peace, really bring us closer to victory. Ukraine is counting very heavily on this support. And rightly so. Because when one nation wins the fight for its independence and respect for international law, the whole world wins. This is exactly how it should be.

The Verkhovna Rada of Ukraine held an hour of questions to the Government and also presented the Draft State Budget for 2025 by Minister of Finance Serhiy Marchenko.
First of all, I would like to note that the Government submitted the draft budget on time and presented it. Now, my colleagues, MPs, have until 1 October to submit their amendments and proposals.
Then we will prepare the draft law for consideration.
The focus is clear to everyone: defence, military personnel, and the development of the defence industry.
This is the budget of a country at war. It should be aimed at strengthening the capabilities and support of the army. And to win.
We have demonstrated our ability to find compromises and work in a coordinated manner. I only hope for this format of work in the budget process.

The European Commission will provide Ukraine with a €35 billion loan.
This was announced by President of the European Commission Ursula von der Leyen during her visit to Kyiv.
russia's relentless attacks mean that Ukraine needs further support from the EU. The European Commission will provide a €35 billion loan to Ukraine as part of the G7 commitment. This is another major contribution of the EU to Ukraine's recovery, —

On the sidelines of the Labour Party Conference we held a number of meetings with British colleagues, including Secretary of State for Defence John Healey and MPs Fleur Anderson and Luke Pollard.
I thanked for the solidarity and support of the Ukrainian people in these difficult times as for our country. I informed about the current situation at the frontline and missile attacks on the territory of Ukraine. I also underlined the critical importance of sustained support, increased military assistance and decisions on long-range strikes.
Courageous and brave Ukrainians are now fighting for what is right and defending democratic values around the world. We need a just peace both here and beyond our borders.

Drawing attention to Ukraine is very important today. Many eyes are now on the UN Future Summit in New York. Despite russia's opposition, the Pact for the Future was adopted. It contains a revolutionary plan for UN reform. It envisages expanding the UN Security Council and limiting the veto.
At the same time, we in Ukraine are very clearly aware of the need to work with our allies — especially with our neighbouring EU and NATO countries.
That is why it is extremely important to interact with Poland at various levels, including at the inter-parliamentary level. Today, we are in Warsaw with a delegation of the Verkhovna Rada of Ukraine, where we are starting to work with our Polish colleagues.
For the first time in 4 years, we are resuming the meetings of the Parliamentary Assembly of Ukraine-Poland. The 13th session will take place on 24 September. As co-chair of the Assembly, we will open it together with the Vice-Marshal of the Polish Sejm, Monika Wielichowska.

👏 The russian revenge in chess did NOT take place!
This was stated by Olga Saladukha, the Chairman of the subcommittee of the Verkhovna Rada Committee on Youth and Sports.
At the FIDE General Assembly, Arkady Dvorkovich tried to return russian and belarusian chess players to competitions under national flags, but this initiative failed.
41 countries were in favour of maintaining the sanctions. The compromise solution was to ease restrictions for children under 12 and people with disabilities, which was supported by 66 countries.
This is an important victory for fair sport and a defeat for the pro-russian lobby.
Olga Saladukha thanked Oleksandr Kamyshyn, President of the Ukrainian Chess Federation, diplomats and sports journalists for their contribution to this result.
An important role in shaping the position of many countries was also played by the statement of chess player Magnus Carlsen, who strongly opposed the lifting of sanctions.

The State Power Committee continues to hold a series of community forums in different regions of our country on the topic: "Reforms. Decentralisation. European integration".
Today we are working in Ternopil region — I joined online with a welcoming speech.
I stressed that each community should increase its capacity, in particular, this applies to English-speaking employees — these staff are needed to create and implement projects on the ground.
It is not just one person who is joining the EU, but the whole of Ukraine — we are all together. Each community, each settlement has to take serious steps to get closer to the European level.
I emphasised that the budget process for the next year has begun.
Now, being at the Labour Party Conference, I am talking with my colleagues about the need to increase capabilities and not reduce support. After all, we have to defeat the enemy together and together we can do it ✊🏻
The First Deputy Speaker Oleksandr Korniienko
Last week, the Verkhovna Rada of Ukraine adopted as a basis the draft law on reforming the Accounting Chamber - No. 10044-d.
ℹ️ We are improving the state external control in Ukraine in accordance with the international INTOSAI standards and fulfilling our obligations to our partners.
We propose to:
🔹strengthen the financial independence of the Accounting Chamber;
🔹apply the basic principles of the International Organisation of Supreme Audit Institutions (INTOSAI) and the INTOSAI Professional Document System (IFPP) in its activities;
🔹expand its powers, in particular, the implementation of external control (audit) measures over the receipt and use of all local budget funds;
🔹reduce of the composition from 13 to 11 members;
🔹introduce a transparent competition for new members of the Accounting Chamber.
We need this step to eliminate the existing problems in the state external control, and our partners expect it from us for the next decisions on budget aid.
The First Deputy Speaker Oleksandr Korniienko
🇬🇧 I am on a working visit to the UK to take part in the Labour Party Conference.
On the sidelines of the event, together with Lesya Zaburanna, I met with David Lammy, the Secretary of State for Foreign and Commonwealth Affairs and Development.
I informed about the security situation in Ukraine, including the latest attacks on our cities — Kharkiv, Odesa, Pavlohrad. Enemy missiles continue to terrorise civilians and destroy Ukrainian lives.
I expressed gratitude for the practical support in our struggle. I also stressed that our priorities remain the same: armed and financial assistance.
The UK is our true friend. We thank you for your solidarity and the fact that we are together on the path to a just peace! After all, together we are able to більше💪🏻🇬🇧🇺🇦

This fall will determine what comes next in this war. Together with our partners, we can strengthen our positions as needed for our victory – our shared victory – for a truly just peace. It is now being determined what the legacy of the current generation of state leaders, those in the highest offices, will be.
In the coming days, we are going to meet with the leaders of the Global South, G7, Europe, and international organizations – with many people who help consolidate the world. There will be very important meetings with representatives of the United States. True peace and a true victory for Ukraine and international law is what we need.

☝️ On 19 September, the Verkhovna Rada of Ukraine adopted the European Integration Law on the Implementation of the Directive of the European Parliament and of the Council of the EU and the Introduction of Preventive Restructuring Procedures (Reg. No. 10143).
Access to an effective framework for preventive restructuring will enable economically active companies facing financial difficulties to continue their business activities.
Preventive restructuring involves taking into account the interests of all parties to the case, including the debtor and creditors, —
I joined the Forum of Communities of Khmelnytskyi Region "Reforms. Decentralisation. European Integration".
It is important that this is happening on the eve of the active budget process. We will keep our focus on ensuring that the interests of local governance are taken into account.
Of course, we must also work to ensure that the basic prerequisites of the European Charter of Local Self-Government are met. This is not only a promise to our partners, but also an opportunity for us to become better.
I emphasized the European integration track, in particular the need to participate in development and expansion projects, to change the quality of life — to bring it closer to the European one. As a state, we must work on a mechanism to help communities launch these projects. I also emphasized the important decision to appoint deputies for European integration to the heads of the ODAs.
The First Deputy Speaker Oleksandr Korniienko
Today, the Verkhovna Rada of Ukraine held the traditional hour of questions to the Government and the presentation of the State Budget of Ukraine for 2025.
The Ukrainian Parliament is facing a complex budget process and the adoption of the country's main budget.
I urge the members of the Ukrainian Parliament to reject all speculation and populism, to take a constructive approach to the preparation of the draft law for the first and second readings and to remember that the priority of the Budget 2025 is the security and defence sector, salaries for the military, the development of the domestic defence industry and the purchase of weapons.
The Ukrainian Parliament has repeatedly demonstrated its ability to seek and find compromises. I expect that the Verkhovna Rada of Ukraine will show the same cohesion in the issues of priority for the state.
The Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk
Immediately upon her arrival in Kyiv, President of the European Commission Ursula von der Leyen paid tribute to the fallen defenders of Ukraine.
The first thing I do in Kyiv is to honour the memory of the fallen defenders of Ukraine over the past 10 years. They are true heroes who made the ultimate sacrifice for the security of our continent as a whole. We will carry their memory in our hearts and minds, —
