The coordinator chooses the mining fee for all the participants in the coinjoin. Clients are able to only participate in lower fee rounds using the "Coinjoin time preference" setting, but clients aren't able to require high fees.

Nothing really. This setting means "Dust attack threshold". A dust attack is when someone sends coins to an address you already used (hoping that you will spend that coin and link more addresses in your wallet to that one). So, this setting allows you to exclude small coins sent to addresses you've already used.
