So if the 12 words are entered and the hw wallet supports BIP39, it would then ask for the passphrase and import the Wasabi wallet just fine?

It's possible with the recovery words, however the idea of a hww is that the seed is generated offline. Which is not the case for your WW generated seed. So it should be considered not/less secure
