It depends on the amount of liquidity available. So, if on chain fees increase quickly, it may take several attempts to find enough users willing to participate at once.

BTW the proper calculation on the fee is, aside from some average, To never pay more than 0.8mb into the next block.

I had several rounds this morning stuck for 7 hours at 10 sat/vb so I'm being cautious since 2 rounds skipped after that due to not enough participants. I'm working on adjusting the confirmation target so it's cheaper.

Liquidity providers don’t mind having a small % of their UTXO unconfirmed for a day.

If there's not enough inputs ready when the hour ends, then the timer restarts.

Also, if an input fails to sign the first attempt, then a short "blame round" that takes 5 minutes will begin that excludes the non-signing coins. So, it's possible it takes ~1.5 hours for the transaction to fully broadcast if there's a couple of blame rounds necessary.
