Yes, BTCPay Server's coinjoin plugin has a consolidation mode that allows you to register up to 30 inputs in a coinjoin round and a minimum sized output setting that allows you to specify the smallest UTXO you want to receive.

I'm not sure how to help with BTCPay Server, but a payjoin requires that there is a UTXO in the receiver's wallet for you to pair with.

I just try to send to myself. The condition is that I have 2 accounts in one BTCPay Server. And account B make an invoice, A try send btc to B by payjoin.
