You can always access your wallet and send money out when the backend is down, like now. You just won't be able to see the newly received money.

No, I don't remember when the last time was when the backend was down. Yes funds are safu, the new incoming funds will just not show up in you wallet as your wallet doesn't sync. You can recover your wallet elsewhere anytime.
